The new Recovery decree will be on the table of the Council of Ministers today, which provides for "further simplifications" to accelerate the implementation of the National Recovery and Resilience Plan.

The provisional text contains, among other measures, discounts to those who invest in digital training, allocating resources in the new "Fund for the Digital Republic", easier mobility for university professors, even from abroad, and scholarships for students . But some of the 42 rules are still hanging in the balance, particularly those dealing with hiring.

Having collected the indications from all the ministries on the simplification of the procedures of the individual projects and of the Plan, the Draghi government is now passing to the launch of the decree law, which makes concrete some investments provided for by the Pnrr, including those for the support of tourism, including the sectors most suffering from the Covid crisis.

The package includes the 80% eco-bonus, a non-repayable grant of up to 100 thousand euros for the renovation of hotels (from energy efficiency to the elimination of architectural barriers, to thermal pools) and direct aid of 35% for works between 500 thousand and 10 million euros.

The creation of a "Special Tourism Section" of the Guarantee Fund for SMEs and a 50% tax credit for agencies and tour operators developing 4.0 are also envisaged.

The decree also speaks of railway investments and in particular of the cut of times for strategic environmental authorizations (Vas). Then the new “Italian Resilience Recovery Fund” appears.

To facilitate urban regeneration, 2.5 billion euros are allocated to counteract the deterioration of cities.

There is also the implementation of some reforms of the school-university package, such as scholarships for students and the increase in housing made available to those who move to attend university.

Finally, in the draft there are rules on the administration of the commissioner of Bagnoli and for Taranto, but also for the strengthening of the sole commissioner for the reclamation of illegal landfills.
