More than a notarial deed, it is the advance booking of a millionaire bank transfer. A mysterious "wind pact" that had to remain locked up in the safe of the notary of Arezzo. A real contract, expressly signed without witnesses, as per the explicit request of the two contractors. After all, it is better to keep confidential those clauses signed in the " camera caritatis " in the hope that they will remain secret forever. Unpublished and unprecedented provisions in the great wind "binge" in Sardinia, "wind casino" stuff, where you bet a few euros and you you bring home a mountain of money, millions upon millions. This is not one of the many stories of multinationals coming to the land of Nuraghi to "break the bank" on gusts of air and millionaire incentives.

Wind timed climb

What we are about to tell you is phase two of the great wind power expansion in Sardinia. Enel Green Power's "pledges" were not enough for unknown newly established companies to get their hands on gargantuan Chinese batteries with which to theoretically accumulate energy and incentives; now Arabian Nights contracts are also appearing, in which phantasmagoric clauses emerge capable of guaranteeing unthinkable earnings and in many, or rather very many, ways unjustifiable to most people. Yet another devastating project for Sardinia is presented by a "srl" based in the city of the Lords, those of Florence. However, they, the two new partners, have nothing to do with Palazzo Vecchio, seat of the ancient Florentine Signoria. The first was born in Nuoro, land of Gennargentu, the second in Peccioli in the Tuscan province of the Leaning Tower. The two "diners" are only apparently two occasional guests at the great table of the Sardinian wind, set by the Governments of Rome complete with millionaire incentives.

The pilots of the wind

In reality, the two, Salvatore Deplano and Armando Mangini, the former Sardinian, the latter Tuscan, have something in common: a boundless passion for speed on four wheels. The contract they signed on February 19th in front of Francesco Cirianni, Notary of Arezzo, seems to be written in their image and likeness: curves, gymkhanas, risky overtaking and, above all, speed. The deal, however, has nothing to do with Formula One, rather with the "furious wind" of Gennargentu. The "conversion" on the Arno is sudden: in the blink of an eye they go from spinning wheels to slicing blades. They know what they have to do, from expert pilots to expert navigators of the Palaces of Rome. Not even ten days pass, it's February 29, 2024, and the two ideally "rush" to the Ministry of the Environment complete with a project under their arms: « Wind farm consisting of 6 wind turbines with a total power of 36 megawatts, called "Su Casteddu" , located in the municipality of Ussassai, province of Nuoro ", awaiting that of Ogliastra. It seems like a project like many others, of those that rage with impunity on that "universal genius" of Sardinian nature, marked by geological "Heels" sculpted like monuments on the rock and on the sky, set in breathtaking landscapes, inhabited by golden eagles and indomitable herds of calves for a walk. This time, however, behind this new plan to attack the landscape of Gennargentu and its surroundings, there are contractual clauses that are anything but usual, in the already dense arsenal of "pledges", "mirror" companies and "vehicle". The wind "pilots" have set up an operation which is summarized in the documentary excerpt we are publishing. In that studio, at number seven on Via Ser Petraccolo in Arezzo, on 19 February this year only Salvatore Deplano, owner of D&D, a limited company with 120 thousand euros of fully paid-up capital, shows up. He communicates to the Notary the need for a company meeting, practically him alone, given that he decides to do without witnesses. To sanction the "wind casino" the state certifier is enough. Only one point on the agenda: «Proposal to increase the share capital, from 120,000 euros to 122,450». The Notary seems incredulous, faced with such a frenzy over a capital increase of just 2,450 euros. He, the state sealer, just certifies. In theory, you shouldn't ask questions about what you sign up for. Deplano, on the other hand, the pilot partner, before deciding, had somehow also tried to justify the cheap increase in capital. His arguments are on record: the capital increase, that of 2,450 euros, is necessary " in order to provide the company with new means to be able to carry out its corporate activity more fully and this through the issue of category shareholdings ". A figure, that of 2,450 euros, not even sufficient to pay the Notary's fee, but which according to "the wind turbine" becomes fundamental for the expansion of the number of members. And, in fact, the person signing the capital increase is none other than its team boss, Armando Mangini, an expert driver, commercial entrepreneur and with a decades-long connection with the automotive world.

“Bernie dell'Arno”

An investment that is not exactly significant that of the " Bernie Ecclestone of the Arno ". The earnings for him, however, are announced to be truly stratospheric this time. The clause of the contract leaves you speechless: the new shareholdings, those worth 2,450 euros, « form a special category, to be called category "A" shareholdings, which have all the ordinary rights of ordinary shareholdings, but have the right to profits - to provided that the company's balance sheet shows sufficient profits - equal to 30% of the profits produced and distributable, deriving from the investment in the wind power sector that the company will make in Sardinia, in the Municipality of Ussassai, including those deriving from the sale of said business branch (wind energy) or the assets that compose it ".

Tough questions

Everything is clear: Mr Mangini invests 2% of the share capital of D&D srl, but takes home 30% of the profits relating to the management or sale of the Ussassai wind project. The questions are as heavy as boulders: why, and in exchange for what, would the Tuscan "pilot" take home a stratospheric profit of millions of euros from the management or sale of that wind project in Sardinia? What contributions, in addition to the 2,450 euros of the capital increase, should the "Lord of Peccioli" guarantee for the success of Ussassai's "climb" in the wind? Certainly in the wind attack on Sardinia for some time now there has been an increasingly invasive presence of various subjects, even of the highest level, linked to the world of motoring: it cannot be ruled out that they have identified a wind "track" to go fast, among Palaces of Rome and energy potentates.
