Wind turbines halted by the Statute? Mayors openly say: "We are evaluating the Pili proposal."
The former regional president's request to include a reference to urban planning exclusivity in the Pucs is being examined.The mayors' mobilization is in full swing. It all stems from a proposal by former regional president and parliamentarian Mauro Pili, who, last Friday, during a conference in Cagliari, outlined two key points to ward off the attack on Sardinia by multinational wind and agri-photovoltaic companies. On the one hand, Pili has asked municipalities to adopt Article 3, letter f, of the Sardinian Statute in their Urban Development Plans (PUC), to enhance Sardinia's exclusivity in urban planning, as well as the European regulation on nature restoration. On the other hand—as the former parliamentarian suggested—the Region should immediately challenge the government's suitable areas law and, only after clearing the field of an overly restrictive national law, approve the Pratobello24 law.
The associations
The proposal is already on the table of the main local government associations. The ANCI, representing Sardinian municipalities, through its president, Daniela Falconi, mayor of Fonni, reports that this process is being studied in depth. However, "it needs to be studied in depth because it presents some technical aspects that require analysis before being incorporated into urban planning. " In any case, "meetings will be held with the mayors to better understand how to proceed, with the aim of halting the assault on the island, also keeping in mind that few municipalities have adapted their PUC to the PPR." For the president of the Council of Local Authorities (CAL), Ignazio Locci, "the only concern," Locci says, "is that we are talking about general planning acts that refer to a higher-level regulatory framework. But we will evaluate the proposal, which comes from an experienced former administrator, with the involvement of the municipalities."
