Following the ruling by the Council of State requesting the dissolution of the Municipality of Uras , the regional Department of Local Authorities has announced that it is working to fulfill all the consequent obligations.

«The objective of the Region – states Councillor Francesco Spanedda – is to guarantee the correct functioning of the administrative machine and services to the community involved, acting in accordance with an institutional path that has always placed respect for the rules and democratically elected bodies at its centre».

As the Region also recalls, the matter began on September 30 , following the resignation of the majority of Uras city councilors. The communication from the city secretary, who guarantees the legitimacy of the administration's actions, stated that these resignations lacked the unity of purpose required to proceed with the council's dissolution. While the Department had opened a standard technical investigation to evaluate the complex legal aspects of the case, the Municipality of Uras, on October 14, 2025, had independently adopted a resolution to replace one of the resigned councilors, thus restoring administrative functionality. This measure prompted an appeal to the Regional Administrative Court (TAR) filed by six of the seven resigning councilors, who challenged its legitimacy.

"Under Regional Law No. 2 of 2016," Councilor Spanedda explains, "the Region cannot exercise legitimacy over municipal acts, in accordance with the constitutional principle that each entity is responsible for its own actions. Therefore, once the council resolution was adopted, the regional investigation was suspended pending resolution of the dispute in the appropriate forums. The Region's action," the member of the Regional Council emphasizes, "is always guided by the awareness that the dissolution of an elected council is a significant event that, in a case like this, requires balance and extreme attention to the legal framework."

The Council of State acknowledges this correct administrative action in the part of the ruling where it emphasizes that no criticism can be made of the Region, as the investigation was interrupted by the adoption of the City Council resolution that made the exercise of regional power legally impossible.

Demonstrating the complexity of the matter, the Sardinian Regional Administrative Court, in its initial ruling, rejected the appeal of the resigning councilors and favored maintaining the institution's functionality. However, the final ruling of the Council of State, annulling the City Council's resolution of October 14, provided the legal basis for dissolving the Council and placing the institution under special administration.

"Since the ruling was notified," Spanedda emphasized, "our offices have been working to promptly complete all the necessary steps. We have always acted for the benefit of the Uras community, taking the necessary timeframes that the importance and complexity of the interests involved have always required, with the sole aim of ensuring the effectiveness and legitimacy of local government."
