School network and educational offer in Sardinia: preliminary approved plan

The programming of the school network and the educational offer of the Sardinia Region for the year 2023/2024 was approved in a preliminary way with a plan drawn up on the basis of the indications received from the provincial conferences.
As far as the school network is concerned, the requests of the territories not to significantly change the existing situation have been implemented. For the 2023/2024 programming, explains the Region, "the changes expressly approved in the Provincial Plans have been accepted, aimed in particular at overcoming the Autonomies not correctly parameterized both with respect to the derogating parameters (300/500 pupils) and to the parameters provisions of national law".
While for the part relating to the training offer and the second level courses for adults (ex evening), the preliminary plan includes the proposals approved in the provincial plans "consistent with the criteria set out in the Guidelines, in order to avoid duplication and overlapping and guarantee a homogeneous and well-distributed training offer in the territory. The Programming Plan will be sent to the competent Council Commission for the issue of its opinion".
"The plan for the sizing of the school network - comments the Councilor for Public Education, Andrea Biancareddu - represents the main planning act on the subject of education under the responsibility of the Region which defines the territorial articulation of the school Autonomies and the service delivery points for schools of all types and levels, as well as the educational offer in the region. The provincial conferences have produced their respective plans for the reorganization of the school network and the training offer for the 2023/2024 school year".
On the planning of the school network, Biancareddu highlighted the difficulties expressed by the territories «regarding the process of reorganization of their local network and the critical issues that the local authorities involved in the process found themselves having to face in order to guarantee a balance between the various local bodies and the stringent constraints imposed by national legislation for the assignment of managers": "On this point, I feel it is necessary to recall that the derogation from the parameters established by current state legislation is transitory in nature, therefore the educational institutions will again be considered normal sized, exclusively on the basis of the general legislation (parameters 400/600 students), with the consequent and by now well-known difficulties connected with the attribution of the regencies and the technical, administrative and organizational management of the school. I am also perfectly aware of the difficulties that local authorities encounter in the sizing process, above all in finding a constant balance between the needs of the territory and the definition of a correctly parameterized school network, however, I must remember the importance for the school Autonomies of having continuous presence of the Headmaster and the Director of General and Administrative Services in order to ensure greater organizational and managerial functionality for efficient school planning".
Finally, Biancareddu reiterates that the Guidelines for the 2023/2024 school year do not provide for the activation of new All-Inclusive Institutes and in any case recalls that for the establishment of the same, the conditions of isolation and geographical marginality envisaged must exist.
