Fear can freeze everything. Construction sites, building and renovation applications. Hiring and investment. The government's challenge to the regional "Save Home" law risks paralyzing the entire construction sector, which doesn't know which regulations to follow to continue working. Regional or state regulations?

While awaiting the Constitutional Court's ruling, which is certainly not expected anytime soon, many Sardinians may prefer to remain inactive and wait for greater regulatory certainty to avoid wasting money and finding themselves, one day, in the throes of illegal activity.

The doubts

And although the regional councilor for urban planning, Francesco Spanedda, reaffirms his confidence in a measure that "simplifies and remains on the 'safe' side of national law," the fears of businesses and professionals remain intact due to a climate of indecision that is not helping a sector already crippled by the end of the Superbonus.

"It's now common for the government to sue a regional administration it considers an adversary," says Francesco Porcu, regional secretary of the CNA, "but this shouldn't trigger a halt to construction in Sardinia."
