The Municipality of Quartu intervenes on the question of the suspension of the Citizenship Income.

"For several days we have been witnessing an animated discussion on the critical issues related to the suspension of the Citizenship Income of the "employable" following the INPS message which directs the suspended earners to be taken over by the municipal social services - reads a note -. The debate lends itself to partisan polarizations and oppositions that risk distancing us from the solution of a problem that sees, once again, the local administrations in the forefront and without means».

«In fact, given the acclaimed shortcomings in terms of social welfare personnel on the part of the Municipalities - it continues - the search for concrete solutions in the management of a transition which otherwise risks pouring all its weight on the shoulders of the Local Administrations , evidently unable to stem the risk of new hardships and emerging social tensions. For this reason it is necessary to put forward an organic proposal that sees all institutional levels as active protagonists in a spirit of loyal and effective collaboration, in order to avoid negative effects first of all on the citizens who receive income and consequently on the local communities that host them".

Hence the proposal, articulated on three levels. «1) Single platform for the management of data relating to "employable" people , shared between INPS, Municipalities and Employment Centres, with relative taking charge of suspended earners through the Case Manager social workers who already operate in the Municipalities and who currently they take charge of the Rdc recipients on the inclusion side. 2) New Recruitment Plan for the strengthening of Social Assistants serving in the Municipalities , through a revision of the criteria for allocating resources through the Poverty Fund (Law 178/2020 Budget Law 2021) as the essential Level of Social Assistance Services defined by one operator for every 5,000 inhabitants, it is no longer adequate for taking charge, which is increasingly numerous and complex. Finally 3) Increase in Reis Funds , i.e. that the Region of Sardinia can urgently take action in order to make up for the cut in resources made by the Government and considering the great availability due to the administrative surplus, through an implementation of the Reis fund for Municipalities that could promptly include the suspended earners».

"This - the conclusion - is what concretely can be done right away and with respect to which it is possible to commit oneself, in a bipartisan way and at all levels, to stem the inconvenience of citizens".
