In Olbia, the disadvantage of minors brings everyone around the table again.

In a long joint meeting between the council commissions for Social Services and Culture, Sport and Entertainment, law enforcement, schools and parishes, the issue came up overwhelmingly, driven by an educational emergency which translates into significant numbers in the city, if analyzed compared to the population density.

Not only the 600 cases of minors entrusted to social services , a figure reported by the sector manager, but above all a series of episodes of bullying, cyberbullying and deviance that the pandemic has amplified .

The first of a series of encounters which will serve, before finding the tools, to compose the puzzle of a complex and difficult to intercept reality.

«Olbia is first of all a dynamic young city and this is a positive fact - comments Ivana Russu, vice president of the social services commission - but it has evident problems linked to minor problems. The meeting shows that the city needs a coordinated intervention on welfare. The discomfort of minors that must be addressed by giving support to families is as worrying as the phenomenon of deviance, or that series of problems related to psychological or psychiatric disorders that a family should be able to deal with economically. In the next meetings we expect to have more precise data, and the presence of the Ats, which will provide us with a real cross-section to understand which interventions are most needed".

A first step is the establishment of the permanent Observatory on the condition of youth in the city, a motion registered together with the other minority councilors of the Pd Gianluca Corda, Antonio Loriga, Maddalena Corda, Rino Piccinnu and Stefano Spada: «We need a stable, recognized, formal place and operative capable of studying the phenomenon and implementing urgent monitoring initiatives".

A proposal similar to the "memorandum of understanding" between the parties proposed by Maria Antonietta Cossu: «As president of the social services commission and as an educator, I know that the issue must be tackled with delicacy and seriousness and that we will have the opportunity, in subsequent meetings, to tackle the problem in a systemic way; I also spoke of memoranda of understanding, but this will be a topic that will be explored in further committee meetings. This day is one of the many that we have planned where there will be a whole series of insights, a sort of observatory where everyone puts their knowledge into play».
