The tug-of-war between Sardinia and the State Property Agency reaches Parliament.

«The former military battery of Poggio Raso in La Maddalena, the former military battery of Capo d'Orso in Palau, the former prison officers' housing building and the building near the Ceas (Environmental Education and Sustainability Center) in Cala Reale, on the island of Asinara, the former Revenue Office in via Luzzati, in Sassari . These are the five properties in Sardinia that are included in the tender recently published by the State Property Agency for the lease of 383 public properties intended for development projects with private investors. However, the operation, presented as a "recovery and refunctionalization" strategy, does not involve any regional institutions and aims to generate income from properties belonging to the State even when no longer used for public purposes». This is stated by Francesca Ghirra , a member of the Progressive Party, who announced a parliamentary question to the Minister of Economy and Finance «to request the immediate suspension of the procedures for the assignment and valorization of public assets located in Sardinia until their ownership by the Region is verified pursuant to Article 14 of the Statute and the opening of a political-institutional table with the Sardinia Region , to define a binding implementation plan for Article 14 of the Statute, which guarantees Sardinia the full exercise of its constitutional prerogatives».

On the call for tenders, after the one for Local Authorities and Urban Planning , the Regional Department for Environmental Protection also took a position, expressing "clear and motivated opposition to the initiative of the State Property Agency to promote public-private partnerships for the economic valorization of state public assets, including two properties located in Cala Reale, on the island of Asinara".

"Such operations," reads a note, "if initiated without full institutional consultation, are not acceptable and have no legal or technical basis . As provided for by the Special Statute of the Sardinia Region (art. 14, Constitutional Law 26 February 1948), the real estate and state property of the State that have ceased their institutional function must be transferred to the Region. In no case may they be granted to private individuals without prior agreement with the competent regional authorities."

"It is not just a procedural flaw - underlines the councilor Rosanna Laconi - but a political and cultural error. Any proposal for enhancement must take place in compliance with regional territorial planning, environmental sustainability and above all the right of Sardinia to decide on its own heritage . Any unilateral act in this sense is firmly rejected".
