Sidewalk dormitories and outdoor restrooms in the central Corso Umberto, Olbia . In this Gallura city, the problem of people living on the streets or in abandoned buildings has long been a humanitarian and public safety issue . In recent days, some people have set up a bivouac near the Corso Umberto level crossing , close to a bank and several shops. Blankets and mattresses have been placed a few meters from the entrances to the buildings on the street. An alleyway is also being used as a restroom for all essentials.

The local police have already intervened several times on Corso Umberto , but the bivouac was moved and then relocated to the same spot. Residents in various areas of the city have repeatedly reported situations like this , especially regarding health and hygiene concerns.

Abandoned cars and campers are also being used. In Olbia, the municipality is working, not without difficulty, to clear out buildings and construction sites (often full of garbage) used as dormitories. One of the most serious situations is on Via Peruzzi, where a building is occupied by dozens of people.
