Todde, Bartolazzi and the regional secretaries of Cgil, Cisl and Uil sign an agreement to open "phase 2" of the reorganisation of assistance on the islandVideo di Alessandra Carta
A pact between the Region and the unions. Written in black and white is the "political will to bring about a decisive transformation of the regional healthcare system , as the right to healthcare is one of the pillars of Sardinia's well-being and social cohesion."
This is what is written in the document signed this morning by CGIL, CISL, and UIL, at the table with President Alessandra Todde and Health Councilor Armando Bartolazzi.
The signature closes the invitation to discussion requested by the Regional Council of the Confederals on April 26th and opens "the sharing of the actions necessary to relaunch and strengthen" healthcare "throughout the country."
Todde, like the rest of the signatories, emphasized that "this is a starting point. There's a lot to do. We've developed a method after having moved in a haphazard manner."
The agreement's text is divided into "homogeneous topics," from waiting lists to staffing needs, from delayed NRRP projects to community medicine.
After the April letter, the unions met with Bartolazzi in May, June, and July. "We collected data to reconstruct the current state of the art and the problems of the system," explained Pier Luigi Ledda , general secretary of the CISL Sardinia .
Now there's a sort of phase two, in which the Region and unions have given themselves sixty days to gather further information and evaluate "the effects of the initial actions undertaken." For example , "regarding waiting lists," Todde said, "we've found that the process needs to be revised. In 2024, 100,000 Sardinians didn't show up for visits; in 2025, we're already at 42,000."
For Fulvia Murru , the new secretary of Uil Sardinia , "this is a time for responsibility. There are so many problems to address, and now we've developed a method."
Francesca Nurra, of the regional secretariat of the CGIL , also spoke of a "starting point, knowing full well that no one has a magic wand" .
Councilor Bartolazzi, however, stated that "the problems are complex. Starting today, we're moving toward a new phase in our relationship with the unions. It will be beneficial for the entire island."
