From healthcare and transport to roads and personnel: a 250 million regional mini-budget

There are 40 million for healthcare, to be managed over the next three years: 12 will be used to pay for trips for treatment outside Sardinia, almost five and a half are intended to purchase healthcare services from private individuals with a view to reducing waiting lists . But money has also been allocated for public works (23 million, 10 of which are intended for local roads), the environment (2 million a year, for the increase of the forest heritage), civil protection (4.5 million which are used to purchase new vehicles) and sums also for other sectors.
The budget changes approved on the proposal of the regional budget councilor, Giuseppe Meloni, amount to 250 million for the three-year period (190 million for 2024 alone): maneuvers which became necessary, in the adjustment phase, from the communication by of the State, of greater revenues due to the Region, not included in the forecast budget.
«I invited my fellow councilors», explains the member of the Council, «to constantly monitor the expenditure and thus avoid possible errors, verifying that the appropriations included in the budget forecast as in the variations actually have the possibility of being spent during the year. We must avoid accumulating surpluses and creating suffering for some expenditure items which deserve particular attention."
Below are the interventions in detail.
- Healthcare. 40 million euros for the three-year period, of which 28 in the first year, destined for healthcare and social policies. Of these 12 million are necessary to cover the 2022 balance of passive mobility, i.e. all the health services that Sardinian patients have used in the regions of the rest of the peninsula. 5.440 million euros are intended to purchase healthcare services for hospital and outpatient care from accredited private individuals with the aim of reducing waiting lists. 1.4 million euros are the resources necessary to pay for the services provided by healthcare personnel during the Covid emergency; 3.2 million are the funds allocated as contributions for people suffering from fibromyalgia; 1 and a half million euros will instead satisfy the entire needs represented by local authorities for free nursery schools.
- Public Works. There are 23 million euros for investments in public works intended mainly for local authorities through the scrolling of current rankings for local roads (more than 10 million), the removal of architectural barriers (630 thousand), urban centers (more than 5 million ). Also worth highlighting is 5.5 million Enas, in support of the water emergency to allow the transfer of water between reservoirs and 500 thousand euros for the awarding of the Maccheronis Liscia project.
- Environment. 2 million in 2025 and the same number in 2026. The resources are intended for the valorisation of the forest heritage: a measure with important objectives of environmental protection and prevention of forest fires, but also employment because it is intended to increase the number of employees.
- Civil protection. 4.5 million euros intended for the purchase of civil protection vehicles, in particular trucks of different types and with particular equipment to respond to civil protection emergencies. In particular, attention will be focused on strengthening the water supply system in a period in which the drought emergency is increasingly pronounced. With this type of vehicle, depending on the setup, it is possible to provide water transport services to assist the population and agro-pastoral activities, or support the fight against forest fires.
- Tourism and Public Education. The 8.6 million allocated to Tourism include 3.1 million euros to guarantee the Region's participation in fairs, 1.7 million euros to finance major cultural and entertainment events based on the ranking. The same amount of 8.6 million euros is allocated to the Public Education and cultural heritage sector with the increase in the contribution in favor of the Ersu (Body for the right to university education) of approximately 3.8 million euros for the operation “open houses”, to make student homes accessible all year round, including the summer months. For the cultural heritage sector, the resources are intended to guarantee the complete scrolling of the ranking for the granting of contributions for literary festivals.
- Transport. 42 million euros are earmarked for the Sardinian transport system.
- Work. The 12.5 million euros are intended for job sites for professionally qualified unemployed men and women to be activated within the Regional Health Service Companies, for socio-health integration projects and for support projects for assistance and care services within the facilities hospitals.
- Industry. The Provincial Industrial Consortium of Nuoro is the recipient of 4 million euros to secure and infrastructure the water supply complex of the industrial agglomeration of Ottana, Bolotana and Noragugume
- Personal. Around 57 million over the three-year period are intended for collective bargaining of employees and managers of the regional system. Of which 12,187 per year in order to guarantee the recovery of part of the increase in inflation for all employees of the regional system, 4.4 million per year allocated to the Forestas Agency for the professional progression of personnel and the equalization of workers' forestry allowance to that received by administrative staff.
- Agriculture. 3 million euros are intended for the scrolling of contribution rankings for the agricultural sector.
Other interventions include contributions to the municipalities of Lula, Bitti and Onanì for the drafting of municipal planning tools as part of the Einstein Telescope program.
