Regarding the Tavolara Bay project in the Cala Finanza area, it is important to note that the entire matter must be considered solely within the administrative process that led to the issuance of the single ZES permit, which provided for the renovation of an existing building (Villa Joy) and the installation of seven portable houses, without increasing the building's volume. There is no "reconsideration" on the part of the Government ; every decision was made exclusively based on the requests of the local authorities.
This was stated in a note by the Undersecretary of State to the Presidency of the Council of Ministers with responsibility for the South, Luigi Sbarra .
The authorization process, overseen by the Zes mission unit, now the Department for the South, he explains, took several months to complete, involving all the administrations called to express their opinions in four service conference sessions. In this process, the unit concludes the process based on the decisions made during the service conference, in accordance with the strategic plan approved by the Zes steering committee, and taking into account the economic and employment impact of the individual interventions.
Sbarra then clarifies that the previous "single authorization was issued on the basis of the documents formally adopted by the Municipality of Loiri Porto San Paolo and, in particular, Resolution 50 of November 2025 , with which the City Council approved the urban planning variation, which constituted the essential legal basis for the continuation of the procedure."
Specifically, "the resolution recognized the project as being of significant interest to the municipal territory , deeming it capable of combining landscape protection with a sustainable form of hospitality that would not transform the territory. Subsequently, on June 30th, the same City Council revoked the resolution that constituted the legal basis for the single permit. Following the repeal of that resolution, the Department for the South acknowledged the Municipality's change of heart and consequently ordered the revocation on July 1st."
