A sea cart launched 34 years ago was seized by the Coast Guard in the port of Cagliari . The detention was triggered against the cargo ship Sea Rose, flying the flag of Palau, which was traveling with 13 Syrian sailors on board.

The checks were carried out on July 12 by the specialized team of Port State Control after the ship's arrival from Gijon, Spain. The list of irregularities found is long: 47 in all, and 36 would have each been a cause of arrest.

"Having assessed the seriousness of the deficiencies found", reads a note from the Harbor Master's Office, "an additional check was ordered on the safety management system by the inspectors of the flag administration, before the ship's departure". Which cannot happen before the problems on board are resolved, which undermine the safety of navigation and the crew.
