Pact between institutions for the historical, cultural and functional valorization of public buildings in Cagliari, in terms of economic, social and environmental sustainability.

The agreement was signed today – Wednesday 11 December – by the director of the State Property Agency, Alessandra dal Verme , by the president of the Region Alessandra Todde , by the mayor of Cagliari and of the metropolitan city, Massimo Zedda , by the rector of the University of Cagliari, Francesco Mola , and by the president of the Port System Authority of the Sardinian Sea, Massimo Deiana.

THE GOALS – Among the main goals, it was explained, are those of «regenerating, with innovative and sustainable solutions, the large compendiums of public real estate, redeveloping the lagoon, the salt pans and the historical and artistic heritage, promoting tourist services, with attention to the strong point of the port, improving the quality and sustainability of the urban environment and services to citizens».

The agreement in particular aims to "improve well-being, social inclusion and transform public real estate into a development engine for the city".

THE PLAN – The City Plan for public buildings in Cagliari concerns an initial real estate portfolio made up of 16 properties, seven of which are owned by the State, four by the Autonomous Region of Sardinia, one by the ASL, one by the University, one by the INPS and two real estate complexes co-owned by public bodies and private individuals .

State-owned properties include:

  • the former Magazzini Aeronautica in via Simeto, destined for the new Revenue Agency hub
  • the Livio Duce Barracks (formerly Cascino), which will become the sole headquarters of the Provincial Command of the Carabinieri
  • the former Buoncammino Prison, which will house public administrations
  • the Museum of Prison Memory and other destinations that will emerge from the work of the Technical-Political Operational Table, which will be established after the signing of the agreement
  • the military hospital in via Azuni, used by the Ministry of Defense, will also house, in a portion of it, the Stampace Carabinieri station
  • the former Indire offices in via Galassi, destined for Istat
  • the headquarters of the General Command of the Port Authority in via dei Calafati, which is undergoing energy efficiency works, and the building of the District Attorney's Office in via Dante, which will undergo redevelopment works.

REGIONAL PROPERTIES – Among the properties owned by the Autonomous Region of Sardinia, the former tax enclosure (La Palma), the former Enalc Hotel in via XXVIII Febbraio, the former fuel depot in Monte Urpinu and the former Cisapi Mulinu Becciu have been identified.

OTHER PROPERTIES – The real estate portfolio also includes part of the Città della Salute on Via Romagna, owned by the ASL which will be used as the headquarters of the NAS, Villa Melis on Viale Diaz owned by the University and the building on Via Grandi of the INPS, where the Juvenile Justice will be transferred. Furthermore, there are the real estate complexes located on Viale La Playa, Via Riva di Ponente and Via Roma, belonging to the Region, the State, the Municipality, RFI and other private entities, together with the Sailing District "Città della vela" of Marina Piccola, owned by the Region, the State and the Municipality of Cagliari.

"The signing of the City Plan marks a turning point in the regeneration of public real estate, restoring dignity and functionality to spaces of inestimable value and offering concrete growth prospects for the city of Cagliari", underline the institutions involved.

VIA SIMETO – An example of the vision and objectives of the Plan is the redevelopment project of the former Magazzini Aeronautica in via Simeto, an industrial archaeology structure that stands on the site of the first settlement of the city dating back to the Punic era from which the salt mines can be seen, intended to house the new Revenue Agency hub and a functional mix for opening up to the citizens.

DAL VERME – «The objectives of the Plan, defined in agreement with the Municipality, are to bring out, through the redevelopment of public buildings, the natural vocation of the territory, the lagoon, the salt marshes, the position on the sea, to promote tourism by enhancing the port as a strong point, to protect the identifying characteristics of the place with attention to the great historical-artistic heritage of the city. We will not fail to promote new territorial services through the recovery of unused assets», declared the director of the State Property Agency, Alessandra dal Verme.

TODDE – «The signing of the City Plan for public buildings in Cagliari represents a first concrete step towards the historical, cultural and functional valorization of public heritage, with an approach based on economic, social and environmental sustainability», explains Governor Alessandra Todde.

ZEDDA – For Mayor Zedda, «a long-awaited and at the same time fundamental path begins for the intelligent use of public assets by many institutions involved in the City Plan. Properties, places, spaces to be rethought, reused and converted in a process that will lead both to the enhancement of existing buildings and to the improvement in the provision of services to the community».

MOLA – «The signing of the City Plan for public buildings in Cagliari – declared the Rector of the University of Cagliari, Francesco Mola – represents a concrete sign of the commitment of the signatory bodies towards the territory and the community, with the aim of promoting a model of active and sustainable collaboration. This is an important opportunity for the University, at a time of strong growth in the educational offering and the entire academic community with the aim of attracting an ever-increasing number of students».

DEIANA – For the president of the Deiana Port System Authority, the agreement is «an example of loyal and profitable synergic collaboration between institutions, aimed at a sustainable and conscious valorization of public heritage which, in addition to the mere protection and redevelopment of important areas and buildings, will have important economic and social implications for the community».
