Ok to the tax decree: in the government there is a tug-of-war on citizenship income
Refinanced Covid cash and car bonuses, more time to pay for bills and more checks for factory safety
Refinancing of the car bonus, dilution of tax records, equalization of the quarantine to sickness also for 2021, extension of the cig for SMEs, but also tightening on illegal work and greater controls for safety in the factory.
These are some of the key measures contained in the decree on taxation and work approved today in the Council of Ministers, marked by some tension in particular on the refinancing of citizenship income.
AUTO BONUS - The incentive to purchase low-emission vehicles, including used ones, was refinanced in the decree. It will have another 100 million until the end of the year. The funds, however, are lower than those foreseen by the first drafts of the dl, where 300 million were allocated.
FOLDERS - The tax decree also protects those in difficulty with the Revenue Agency. The number of installments is extended from 10 to 18 which, if not paid, determine the forfeiture of the granted installments (for plans already existing before the stop of collection). The deferral of the payment of the installments is then envisaged to access the scrapping-ter and the balance and excerpts. The deadline for the spontaneous fulfillment of the bills notified from 1 September to 31 December 2021 is also extended to 150 days, instead of 60.
QUARANTINE AND COVID CASSA - The law provides for refinancing for measures that equate quarantine to illness and leave due to Covid. Those with children under the age of 14 can abstain from work in the case of a dad. Also refinanced 13 weeks of layoffs for employers who suspend or reduce their activity, with simultaneous blocking of layoffs.
SAFETY AT WORK - The decree contains urgent measures to prevent deaths at work which exacerbate the penalties for those who violate the rules. For "serious violations regarding the protection of health and safety in the workplace, the suspension of the activity is envisaged, even without the need for a repetition of the offenses", explains the government. And it will be enough to have 10% of the staff "in black", and no longer 20%, to be suspended. To resume the activity, a fine will be paid, with the amount doubled in the event of a previous suspension.
SUPERBONUS AND ECOBONUS - The incentives to which everyone was looking, the Superbonus and the eco-bonus at 65%, will in all probability be renewed during the maneuver. Il Mite has proposed an extension of the second for the whole of 2022, accompanied by a 50% bonus for green furniture and appliances. The ministry is also asking to renew the discount on the invoice and the credit transfer in 2022.
IRON ARM ON CITIZENSHIP INCOME - Clash in the majority over the refinancing of citizenship income under the tax decree, for which another 200 million euros have now been allocated, "in view of the progress of requests", specifies the government .
The Democratic Party and the 5 Star Movement defended the measure, which passed, while the ministers of Lega, Forza Italia and Italia viva, Giorgetti, Brunetta and Bonetti expressed their doubts on the sustainability of the measure, in particular in relation to the fact that there would be no expected effect on work.
The ministers of the center-right and IV would therefore have asked to re-discuss the issue in the budget law and Prime Minister Mario Draghi would have reiterated that the maneuver will be the place to discuss it, working in particular on active policies.
