The budget law under discussion in the majority - which refinances the provision with one billion euros a year - should confirm the tightening of the measure to combat poverty, with the aim of both curbing abuses and irregularities, and making it more effective for employment purposes. Whoever receives the check and is considered among the employable subjects, if he refuses a suitable job offer, will see a monthly decalage triggered. After the second refusal there will then be the revocation of the benefit.
The news was confirmed at the summit that was held yesterday at Palazzo Chigi in the presence of Prime Minister Mario Draghi and of the Labor Ministers, Andrea Orlando, of Agricultural Policies, Stefano Patuanelli, and of the Public Administration, Renato Brunetta.
Before proceeding with the cut, which will not be automatic, a verification mechanism will come into play to ascertain that the beneficiary has actually received and rejected the job offer.
These changes precede a possible future broader and more structural revision of the measure, with the ten proposals contained in the first Report of the Scientific Committee for the assessment of citizenship income, born last March at the Ministry of Labor. "A basis from which the Parliament can start for reflection and further integration", explains Orlando. The document is based on the idea that citizenship income constitutes an indispensable tool for combating poverty, which however presents some critical issues to be corrected.
Some of the hypotheses concern minors and foreign citizens .
According to the group of experts, today large families are more penalized than singles and small families: for this reason we ask to review the equivalence scale, which is used to determine access to the Rdc and the amount, and to equate minors. to adults, in order to raise the amount.
Still on this front, it is assumed to reduce the starting threshold for the households of a person from 6,000 to 5,400 euros and to differentiate the contribution for the rent based on the size of the nucleus, thus lowering it for singles and increasing it based on number of family members.
For foreigners , the proposal is to reduce the period of residence in Italy necessary to access the provision from ten to five years: a compromise "reasonable and in line with the EU" and which would cost 300 million to include another 68 thousand families, highlights the president of the Commission Chiara Saraceno.
Finally, there is the question of work: today for a DRC earner "it is not convenient to work", writes the Scientific Committee, arguing that for the calculation of the amount the income from work should be considered for 60% and not 80% .
