Why was the sale of tickets to residents of Sardinia for the Empoli-Cagliari match on April 6 banned? The Prefecture of Florence, which adopted the final measure, does not clarify.
Yesterday the committee for public order and security met and the verdict was reached. Only today was the official note published on the website of the decentralized office of the Ministry of the Interior in the Tuscan capital.
It is stated that the meeting "was the subject of careful examination during the Provincial Committee for Public Order and Safety, held in the presence of the provincial heads of the Police Forces, the competent councilors of the Municipality of Florence and Empoli, as well as the representative of the sports club Empoli FC".
The decision to exclude residents of the Island from the stadium was taken "in light of the in-depth analysis carried out by the Police Forces regarding the critical public order issues connected to the competition (...) and on the basis of the decisions taken by the National Observatory for Sports Events and the Analysis Committee for the Safety of Sports Events". In the meeting of March 25, the Onms had delegated to the Casms the possible adoption of any "rigorous measures", as for numerous other matches such as Venezia-Bologna, Trapani-Catania but also Real Siracusa Belvedere - Leonzio 1909 of Excellence.
There is only one regulatory reference linked to yesterday's provision: Article 2 of the consolidated text on public safety. Which states: "The prefect, in the case of urgency or serious public necessity, has the power to adopt the measures necessary to protect public order and public safety. Anyone interested in the measures of the prefect may appeal to the Minister of the Interior." It is not explained what "urgency" or "serious necessity" were identified in the note. But it is certain that the sale of tickets was prohibited.
