The United States and Ukraine welcomed the "productive and constructive" talks between envoys from both countries, gathered in Miami in the presence of European negotiators, to end the war in Ukraine. And although this latest round of talks—which also included separate meetings between Americans and Russians in Florida—did not yield significant progress, all sides expressed their "desire to present a positive picture."
"Over the past three days in Florida, the Ukrainian delegation has held a series of productive and constructive meetings with its American and European partners," wrote Steve Witkoff, a close ally of Donald Trump and organizer of these talks, and Rustem Umerov , Kiev's chief negotiator. The Americans, Ukrainians, and Europeans have been in Miami since Friday, under the auspices of Witkoff and Jared Kushner, President Trump's son-in-law.
They said the meeting focused on developing and harmonizing positions on "four key documents": a "20-point plan," a "multilateral security assurance framework," a "US security assurance framework for Ukraine," and an "economic and prosperity plan."
Ukrainian President Volodymyr Zelensky welcomed the work "on documents related to the end of the war, security guarantees and reconstruction," also describing it as "constructive" and "progressing at a fairly rapid pace."
The US side also received Russian envoy Kirill Dmitriev in Miami, who praised the constructive nature of Sunday's talks . Witkoff, who has visited the Kremlin several times to meet with President Vladimir Putin, again described the meetings as "productive and constructive." However, Kremlin diplomatic adviser Yuri Ushakov stated that a hypothetical meeting between Russia, the United States, and Ukraine "is not under preparation," despite Kiev mentioning a Washington proposal to that effect.
THE PLAN – Diplomacy has accelerated in recent weeks to find a way out of the conflict in Ukraine. In this regard, Zelensky reported "progress" with the United States in amending the 28-point plan proposed over a month ago by the Trump administration, which was perceived as largely favorable to Russia. The details of this new version are not known, but according to him, it envisages territorial concessions by Ukraine in exchange for Western security guarantees. The Russian envoy "should receive information on what the Americans and Europeans have prepared" and then report back to Moscow, Kremlin spokesman Dmitry Peskov said on state television. In Washington, US Secretary of State Marco Rubio promised that no agreement would be imposed on either the Ukrainians or the Russians.
Meanwhile , the French presidency welcomed Putin's statements declaring himself "ready for dialogue" with his French counterpart, Emmanuel Macron . Macron had opened the door to such dialogue at a European summit held Friday in Brussels, which approved a €90 billion loan to Kiev.
