The International Paralympic Committee has lifted the partial suspension of Russia and Belarus , in effect following the invasion of Ukraine. The decision taken in Seoul by the IPC General Assembly thus opens the door to the participation of Russian and Belarusian athletes in the next Paralympics in Milan Cortina 2026, no longer as neutrals, but under their national flags . However, the individual international federations will decide who can participate in Milan Cortina, several of which currently exclude athletes from Moscow and Minsk .

Ukraine's reaction was immediate: Sports Minister Matviy Bidnyi said that those who voted in favor of the decision at the general assembly of the International Paralympic Committee "betrayed their conscience and Olympic values."
