From what we learn, the memorandum of understanding will not apply to immigrants arriving on the Italian coasts and territory but to those rescued in the Mediterranean by Italian ships, such as Navy and Financial Police units, but not to migrants rescued by boats of NGOs.

Furthermore, it will not apply to minors, pregnant women and vulnerable subjects.

Furthermore, the agreement provides, at the Albanian port of Shengjin, Italy will take care of the disembarkation and identification procedures and will create a first reception and screening centre. In Gjader, in north-west Albania, a CPR model structure will be built for subsequent procedures.
