The French president said this in an interview with the Economist: «In this case we should legitimately ask ourselves the question, excluding it a priori means not learning the lesson of the last two years », he stated, recalling that the NATO countries had initially excluded sending tanks and planes to Ukraine only to later change his mind.

On February 26, Macron declared for the first time that there was the possibility of sending ground troops, in which case he spoke of "sending Western troops which cannot be ruled out".
