They are the modern mysteries of gas warfare. Putin invades Ukraine with missiles and mortars, the Americans, in the same hours, occupy the Gulf of Cagliari without resistance, that of the Angels to be clear. They do it in their own way, to the sound of wind turbines and law decrees. If there was no declared lack of communication, one could think of an agreed and checkerboard operation: the Tsar occupies the gas market in the West forever, the Americans respond with their hands on the wind of Sardinia. The concomitance is unprecedented. Three moves in one go. War in Ukraine, decree to liberalize the wind invasion in the Sardinian sea, landing of the Americans in the company that wants to plant 93 wind turbines in the Gulf of Angels and in the sea of the Costa Smeralda. The first move on the chessboard was made by the Italian government. It is February 18 last. Mario Draghi, the banker of Europe on loan to Palazzo Chigi, does not think twice: under the pressure of allies and citizens, he inscribes the “Bill Decree” on the executive's agenda.

The excuse of war

The energy crisis, daughter of the pre-tension between Russia and the West, is putting the economies of Europe under siege. Italy is the one that pays the most, first the tensions and now the war between Russia and Ukraine. The Bel Paese makes no secret: it is closely linked to Russian gas, using more than 40% of its consumption. The government's goal is clear: to activate a mega game of rounds to reduce system costs and theoretically make the cost of energy less expensive. A sort of "right hand that receives from the left" and vice versa, where, however, it is always the citizens who pay. The policy is that of facade discounts: first a disproportionate increase is generated and then the balances are announced. With one substantial difference: in both cases they always pay them, the end users. With a hypothetical 100% increase in energy costs, the State promotes itself as benefactor, paying a part of it. Too bad, however, that citizens, through public debt, in the end, end up paying, both directly and indirectly, the entire increase.

Pro-aeolian decree at sea

The occasion, however, is too tempting not to attempt a real blitz, taking full advantage of the winds of war and the expansionist aims of the Tsar of Russia. On February 18, in an evening session of the Council of Ministers, the government launches a package of measures to mitigate the grip of increases in the bill. Nobody, however, knows anything about the text. It ends up armored, as if the surprise of the contents could be revealed only after the State Mint has imprinted the indelible ink. Seven days after that announcement, the text in the Official Gazette has not yet been published. It was expected yesterday, but the presses don't seem to have turned. The text, however, the one examined by the round table of Palazzo Chigi, arrived in our hands (in the photo with Draghi).

Azzeccagarbugli

A measure passed off as "miraculous", but which, in reality, hides an explicit operation: to give the green light to the occupation of the Sardinian sea. They do not explicitly write the geographical destination of the provision, but certainly the insiders know what we are talking about. With a single blow Draghi and Cingolani scored a provision in favor of shovel sellers and state incentives drainers. The move is a guesswork of rules and codes, with so many legislative references that make even the most seasoned of palace jurists lose the key to the problem. The intervention is surgical on pre-existing texts. The goal is no frills: to erase the residual resistance to the invasion of offshore wind in the seas of Sardinia and beyond. The screen is in the title of the provision that will come into force in the next few hours, at most days: "Decree-law containing urgent measures to contain the costs of electricity and natural gas, for the development of renewable energy, for the relaunch of industrial policies ". What better measure to put in a nice gift for the lobbies of the wind, always struggling with the revolt of the territories and municipalities?

Sea Blitz

The blitz in the Sardinian sea is accomplished with a formula that tastes like an epitaph: the Sardinian coasts can be flooded with cyclopean wind pylons. In article 13 of the provision, the one kept armored in Palazzo Chigi, it says: "Rationalization and simplification of the authorization procedures for offshore plants". That is to say, deregulation . Everyone is free, above all free to occupy the Sardinian sea. The regulatory graft envisaged by the decree being published is an unlimited occupation of the marine waters in front of Villasimius, Cagliari, Capoterra and Nora, all without restrictions whatsoever, with the cancellation of binding opinions, such as, for example, that of the Ministry of Cultural Heritage, reduced to a subordinate role, a sort of pass-through of the authorization system. Draghi's provision is extensive, in the sense that the waters identified as suitable for planting the gigantic wind turbines in the middle of the sea were not enough, with the new decree he decided to open the borders and declare them all usable.

Paper pass ministers

The legislative formula is all-encompassing: preferential lanes, without any obstacle, also apply to "areas not subject to constraints incompatible with the establishment of off-shore plants". To ensure that there is no problem of any kind, they add: there can be no "moratoriums", not even for these new localizations. In practice, military manu . The government chooses to act by canceling the Ministry of Culture which is only "heard". A treatment that does not reserve even to the last of the subjects. Not to mention the Region, never even mentioned. The decree, that of Draghi and Cingolani, will come into force when the Russian war has already broken out. Spotlights on Ukraine and off on the Sardinian sea. Putin's advance on the streets of Kiev, however, reinforces the objectives of the wind lobbies: to grab a large part of public incentives immediately and without wasting time. The war in Ukraine, therefore, can only be the best excuse to completely consume the offshore wind power business.

Strange coincidences

In the same hours in which the Russian militias crossed the borders of the Donbass, in the south-east of Ukraine, in Piazza Affari, in the heart of Milan, with the government decree just passed, the American financial "militias" landed. Explicit and declared mission: to buy the company that designed the wind invasion of the Sardinian sea, Falck Renewables, which has always been the “green rib” of the Falck family, that of steel. To get their hands on 60% of that wind energy, including Nora Ventu, the company created ad hoc for the landing on the island, is none other than the most imposing stars and stripes bank in the world, JP Morgan. The operation had been announced ten days earlier, on Valentine's Day, but what was about to take place was not a proof of love. On the same day that the tanks broke the delay on the Ukrainian border, the Infrastructure Investments Fund, the fund linked to JP Morgan, bought 60% of the Italian renewable energy company owned, until shortly before the war, by the powerful Italian steel family.

The Italians are jumping

The operation is in a "paramilitary" sauce: in one fell swoop the Italians were removed from the Board of Directors. In place of the Falcks, Enrico and Federico, will be replaced by Olov Mikael Kramer, appointed Executive Chairman of the Board of Directors and John Hoskins Foster, the American from Colorado, appointed as vice president of the offshore wind landing in the Sardinian sea. The story of the new president is all about energy, from hydroelectric to wind, from nuclear to gas and coal. The "pedigree" is forged in the icy wind of northern Europe, bringing home frightening transactions in onshore and offshore wind, respectively of 740 Mw and 1800 Mw. So, the Americans, those of the very powerful JP Morgan, for the landing in Sardinia, they rely on the man who more than anyone in the world has scattered shovels in the middle of the sea. Enigma of the times

In this climb to the wind and the sea of Sardinia, one detail will not escape: in announcing the American purchase of the wind shares in the Sardinian sea to the stock exchange, an agreement "subordinated" to the definition of the huge "authorizations" still to be obtained was officially envisaged. . An enigma remains: were these only financial and procedural authorizations or was the reference rather to those relating to the invasion from Capo Carbonara to Villasimius, from Cagliari to Nora, on the coast of Pula? There is no shadow of a doubt: Putin, with the invasion of Ukraine, gave the Italian government the ultimate excuse for an unprecedented gift to the Americans: wind turbines in the Gulf of Cagliari.
