They plan the assault as if there was no tomorrow in the Sardinian sea. They plan the big binge with the greed of those who don't want to leave anything to others. Colossi and profiteers, serial devourers of public money and state incentives, high-sounding names and many mister nobody who suddenly became experts in offshore winds. The move by the Ministry of the phantom Ecological Transition to publish the list of "competitors" for offshore wind, the one on the cobalt sea waves of Sardinia and the rest of Italy, is a double-edged sword.

The boomerang

On the one hand, the department that was the environment seeks to communicate the efficiency of those who want to harness the howling of the wind in the middle of the sea at all costs and on the other hand, instead, it brings out a frightening picture of wind businessmen ready to bankrupt the ecological ATM of the Recovery Plan like nothing. The Ministry website has enough space for propaganda, but leaves open a chapter that is unprecedented in a rule of law. Without indicating any procedure, without demanding requirements and solid corporate and economic foundations, the most powerful of the men of the Draghi government, Minister Roberto Cingolani, has launched an expression of interest for those who want to invade with floating wind turbines, up to 300 meters high, the sea of Sardinia and beyond. A procedure as confusing as it is surreal for billionaire investments accompanied by as many billion-dollar incentives to squander on the altar of the sea wind. Yet, without even realizing what it was publishing, the Ministry unknowingly discovers the bogus papers of those "offers" of interest from which disconcerting and disarming data emerge.

Novella 2021

The state proclamation, published on the icy government website, exclaims a headline from Novella 2021: "Here is who has responded to the Ministry's announcement". As if to say, here is the news that confirms: we are serious, there are already the names of those who want to float colossal shovels in the middle of the sea, as high as 100 floors of a skyscraper. The government of the professors, however, has forgotten to go and see who is a candidate for this umpteenth binge, all to be paid to the bills of the citizens. There is everything and more. The ministerial press release is in itself a masterpiece of altering state procedures. The communicators of the Palazzo write: "The Ministry of Ecological Transition is continuing its work aimed at encouraging the development of a new generation of floating offshore plants, located off the Italian coast and therefore with no impact on the landscape".

Lords of the landscape

Therefore, four squires behind a desk of the Ministry of Ecological Transition, instead of limiting themselves to an aseptic communication, can allow themselves, without expertise and without any investigation, to decree that these monsters in the middle of the sea will have no landscape impact. As if in time of Covid, in addition to imposing the green pass, the Government had also ordered the cancellation of the Environmental Impact Assessment Commission and also the exclusive and competing competences of the Regions, even more so those with a Special Statute such as Sardinia, in environmental and landscape matters. The sea wind, in addition to having swept away every landscape rule, is also canceling the elementary rules of the public administration by introducing a negotiation between private individuals and the Ministry beyond any control and totally free from certain and codified procedures. Not only do they do it, but they even go so far as to write it to the Ministry: «In particular, the first round of bilateral meetings with the individual companies and groups of proposing companies is ending. A further round of meetings is already planned to enhance the possible synergies deriving from the provision of more plants in the same sea areas, in agreement between the proponents, and to share the status of the works with the environmental protection associations and other subjects participants".

The boarding

To dominate the whole is the planning and economic boarding, given that the Ministry itself admits that the proponents would have presented "plants in the same sea areas". In practice, contrary to a preventive planning by the State and the Regions for the identification of the areas where such plants could be proposed, the field has been left free to manu military occupation. With the logic of the Far West, imposing portions of the sea have been dealt with on the Sardinian coasts, it does not matter whether in front of the island of Carloforte or Serpentara, in the Golfo degli Angeli in Cagliari or on the mouth of the Temo river in Bosa, in front of the Costa Smeralda. or close to the beach of S'Archittu.

State propaganda

The Ministry with a propaganda impetus of other times announces, without fear of checks on interlocutors, that 64 expressions of interest have been received, of which 55 from companies and business associations, 3 from environmental protection associations (WWF, Legambiente and Greenpeace) and 7 by other subjects (ANEV, Elettricità futura, CNA, CGIL, Polytechnic University of Turin, OWEMES - association of researchers, CIRSAM - International Consortium for Adriatic and Mediterranean development and research).

Assault on the Island

The disclosed details are disarming: «At least 20 of the expressions of interest have proposed detailed projects, which in many cases include floating plants located over 12 miles. In total, 40 projects of floating offshore wind farms were examined, mainly located off the coast of Sicily and Sardinia (more than 20), along the Adriatic coast (more than 10) and, for the remainder, distributed between the Ionian and Tyrrhenian. ". Therefore, between Sardinia and Sicily there are as many as 20 proposals put forward by as many phantom companies, given that the Ministry is careful not to attribute a project to each individual company. A picture that confirms the contents of the investigation by the Sardinian Union which in recent weeks had unveiled the invasion plan at sea by publishing exclusively the connection plans of the offshore plants with Terna and Sardinia. Those that were missing were the names of many aspirants to the high seas wind. The picture now, albeit broadly, lets emerge the great race put in place, without rules and without a strategic project, to manage the Ecological Transition shamelessly.

Wind amateurs

That the approach is superficial and amateurish emerges from a simple confirmation on the number of companies disclosed by the Ministry and on the corporate and financial inconsistency of a good part of the "competitors". The question is obligatory: have they realized, for example, that in the list disclosed there are companies with a share capital of 2,500 euros? Just to name: “Seawind Italia”, established in an unspecified place in the Portovesme industrial area, registered with the Cagliari Chamber of Commerce on 11 January this year. Status of the company: inactive. Representative of the company Vincenzo D'Elia from Palermo, share capital two thousand and five hundred euros, shareholder 100% of the “Seawind Ocean Technology Holding” based in Amsterdam, the Netherlands. An explosive mix.

Mister Carnival

The record holder of the questions, on the other hand, is an old acquaintance: Giuseppe Gino Carnevale. It is he who has contributed exponentially to make the Ministry believe that the tender was a success. He alone, at a first check, appears to be the depositary of at least three instances. The most original is “Nurax Wind Power”, an all-nuragic reference, for a company based in Milan, at number 2 of Corso Vercelli. In this case the fully paid-up capital is “well” 3 thousand euros.

Carloforte and Porto Flavia

Too bad that the Ministry did not realize that Mister Carnevale, in the same Lombard location, also registered two other competitors for the sea wind, the "7 Seas Wind Power", capital of 80 thousand euros and the "Ichnusa Wind Power", paid-up capital 10 thousand euros, a company that presented a project to build a forest of wind turbines from 300 meters high in front of Carloforte and Porto Flavia. Windy weaves, newly formed companies and leading giants, from Ansaldo Energia to Edison, from Eni to ERG, from Falck Renewables to Fincantieri, from Leonardo to Sorgenia. The big binge on the Sardinian sea is setting sail, with so many secrets and a thousand intertwining all yet to be revealed.
