"The best is yet to come", blurts out an authoritative representative of the centre-left when faced with the news on the formation of the new regional council. Because it is true that the first summits between Alessandra Todde and the smaller parties of the coalition - the "bilaterals", as insiders call them, borrowing the definition from foreign policy - have already concluded, but before doing the math carefully and sorting out all the boxes will have to wait for the official proclamation of those elected, expected next week (Wednesday, or perhaps earlier). Only after this step will the negotiations truly come to life.

Meanwhile, yesterday the president in pectore met the M5S elected officials in Oristano (coordinator Ettore Licheri was also there): a more informal meeting than the other talks, useful for defining the lines of action in the coming days. The prospect of two departments for the Movement is confirmed: one could fall to Desirè Manca, for whom the presidency of the Council is less likely. The regional assembly of the M5S has been called for next Saturday.

The balances

The wait for the proclamation is not only in compliance with formalities: among the seats allocated so far on the basis of unofficial calculations there is one that is not exactly certain, that of the president of the Dorgali municipal council Martino Canu (Psi). The final calculations will tell whether he or Gallura's Ivana Russu of the Democratic Party will go to Cagliari. Or Emanuele Matta, M5S of Medio Campidano. If Russu landed in the chamber, the Dems would become twelve. If Matta were elected instead, the Five Star Movement would reach seven councilors (eight with President Todde). Always to the detriment of the socialists. It is clear how these nuances can become substantial in defining the balance of forces in the field, given that according to the golden rules of regional politics, at least three councilors are needed to obtain a department.

The scenery

This is why the verdict of the Court of Appeal of Cagliari is fundamental. So much so that there are even those who are thinking of postponing the majority meeting scheduled for tomorrow in Oristano (hotel Mistral, 4pm) called by the secretary of the governor in pectore. "I wouldn't be surprised if the meeting was postponed for a few days while waiting for the official proclamation," a future regional councilor of the Democratic Party says on the phone. Hypothesis also shared by a colleague from the M5S. Some didn't even receive the invitation email. But Alessandra Todde's staff confirms the meeting for now. It could also be an opportunity for a separate discussion with the leaders of the Democratic Party.

The hypothesis

At the moment there are no fixed points, even if for the presidency of the regional council the name of the regional secretary of the dem Piero Comandini appears the most probable. Desirè Manca's claim, although she is the most voted councillor, should give way compared to the custom whereby the position goes to the first party in the coalition. So the Democratic Party. And the departments? The budget could go to the Dems (Cesare Moriconi in the running), while it is difficult to make predictions on healthcare, a coveted but not too much category: it is true that we are talking about the heaviest delegation in terms of spending (3.5 billion), but it is also of a position in which the burdens - and criticisms - can far exceed the honors.
