Ten pages, a thousand questions. The order-injunction of the Electoral Guarantee Board, which risks overwhelming the seventeenth legislature of the Regional Council, has few precedents. Perhaps none, if we consider that the forfeiture procedure involved Governor Alessandra Todde and not just any councilor. Given the peculiarity of the act, jurists are approaching the case with caution and leaden feet.
The scenario
Everyone agrees on the specific weight of the document: the Panel, in determining the fine of 40 thousand euros against the president, emphasizes that it took into account " the multiplicity and relevance of the irregularities found ". In short: it is not a venial sin. And this is also clear from the fact that the minimum fine would be 25 thousand euros but, precisely because of the large number of violations, the amount was increased by almost two thirds.
On other aspects, however, experts are divided. For example, on the nature and consequences of the measure. "The Regional Council will have to limit itself to acknowledging the forfeiture," says Giulio Steri, a former state attorney who was also a regional councilor. Who should be contacted?
