The government cancels the special economic zone of Sardinia and establishes the Zes for the South: active from 1 January 2024, it will make that of the island disappear but also the other commissioner structures of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia and Sicily.
The reform is contained in a bill approved in the evening by the Council of Ministers. The facilitated taxation will therefore be extended to the whole of Southern Italy and will no longer concern only delimited areas. The risk, for some, is that if everything is Zes, nothing is Zes.
In a note from Palazzo Chigi we read that " a new system of governance of the single Zes is being introduced, confirming the provision of a Control Room set up within the Presidency of the Council which is assigned the functions of direction, coordination, supervision and monitoring of the Zes unique.
Furthermore « the "Mission Structure for the Zes" is established under the Presidency of the Council and reporting directly to the Minister for European Affairs, the South, cohesion policies and the Pnrr, with a duration of 3 years. The structure will have to provide support to the political Authority delegated for the Zes for the exercise of the functions of guidance and coordination of the strategic action of the Government and the preparation and updating of the Zes Strategic Plan and the activities necessary to prevent infiltration attempts by of organized crime".
Within the Zes area, already operational companies and those that will establish themselves will be able to benefit from various types of advantages (special conditions), such as the provision of a single authorization for the start of production activities and recognition, up to 2026, of a tax credit to the maximum extent permitted by the Regional Aid Charter 2022-2027 for the acquisition of new capital goods intended for production facilities.
