They had the nerve to write it, as if to seal a promise of honor: "Before presenting any project, we want a discussion with the territory." Never was a commitment so fleeting as a blow from the mistral, capable of sweeping away deceptions and double-crosses in an instant. In reality, on the altar of state money, ready to fall like a deluge of incentives on foreign current accounts, the lords of the wind are ready to tell everything so as not to be disturbed in the climb to the Sardinian wind.
Wind banks
After all, they promised it first of all to their shareholders, those of the American world bank JP Morgan or the Spaniards of Bluefloat Energy. They, Americans and Spaniards, with a small quote remaining in the hands of the Falck family, respectively hold 50% of Tibula Energia srl, the company that loves high-sounding promises, those able to amaze the eyes and ears of the incredulous gullible on duty. There is not only the promise of work and miracles for all. They repeat the phrase like a mantra. Carved in the title of the opening paragraph of the lesson on the Sardinian wind to be enhanced, on the future to be cut into slices at the speed of those steel blades placed in the middle of the sea as if to slice the routes of passenger ships, merchant ships, boats from fishing and above all of those tourist boats that look to the sea of Sardinia as the pristine primacy of paradise. Premarital
The boldness of commitment is almost a premarital promise, as if to say: first of all we respect the territory, the institutions, let us relate correctly with the populations, without imposing anything. And, in fact, they emphasize the passage: «The starting point». The words are as solemn as they are ephemeral, ready to melt soon after like snow in the sun. They write: "The involvement of the territories of the Northeast of the Island: before the start of the ministerial authorization procedure, the proposing companies are conducting a series of meetings with the interlocutors of the territory to present the project proposal, make it understood the distinctive characteristics and improve it through dialogue and discussion ". Phrases read today seem like a parody of Napoleon in Sardinia: "If you want to be successful in this world, promise everything and keep nothing." They took him at his word: not even a few days after that “sacred” commitment to confrontation, the lords of the wind knocked on the protocol of the Olbia Harbor Master's Office, the one responsible for the Costa Smeralda. In their hands they have the dossier that not only denies what was claimed up until a few days earlier, but also launches an unprecedented attack on the Sardinian sea.
A punch in the face
With one hand they tried to make a pact of confrontation with the territory, with the other they threw a punch without restraint in the face of the sea of Gallura, one of the tourist Eldorado of the island. A blow from 65 wind turbines, 268 meters high, as if a forest of 65 skyscrapers of 90 floors each were driven into the middle of the sea. There's more. Even after having presented it to the Port Authority, the Russian Tsarina, the Moscow engineer at the head of the project, tried hard to "understand" the goodness of the intentions of the wind lords and continued to reiterate the promise: "We will not present anything until to 2023 ". Declarations that he reread today, eight days after the deadline for submitting objections to the concession at sea, appear to be something more than a latent memory lapse. The question is legitimate: why did these gentlemen present the project without notifying anyone, indeed declaring that no authorization procedure would be launched until 2023? In reality, the deadlines started on 30 May and after 30 days they peremptorily run out. A blitz. Call it counterattack, trip, double game.
Fact accomplished
Certainly it is the most clumsy attempt to put the municipalities, local communities, institutions all with their backs to the wall, drawing a scenario of an "accomplished fact", consumed in total silence. The Municipalities that immediately declared themselves opposed to this assault on the tourist development of the coastal areas, must run for cover against the unprecedented institutional "rudeness". The attitude was almost that of a war chessboard set up silently, with half sentences and a few slides, without telling anyone. A cowardly plan denied even after the submission to the Port Authority of that invasion of the stretch of sea between Olbia and Siniscola, passing through San Teodoro, Posada and La Caletta. Not a generic request for the concession of an immense stretch of water, but a real occupation plan of the Sardinian sea, complete with floor plans and location of blades, pseudo studies on marine fauna and the docking of cables inside the Port of Isola Bianca . Too bad that in the project sheet, the one with rich prizes and miracles, it is written that "Tibula Energia" would have commissioned a "landscape study of the future plant" to none other than "Plain Concepts". Just to enchant the lovers of paddles in the middle of the sea, they bow the task to the company with the prosopopoeia of the "precursors" in backward land. About those selected for the study they write: «A leading international company specializing in Artificial Intelligence and Mixed Reality, as well as in 3D reproduction».
Wind intelligence
We only needed artificial intelligence to explain the goodness of the project. There is a detail: these gentlemen do not have the gift of timeliness, they quarrel with synchrony. Also in those "sheets" in support of this wind invasion of the Sardinian sea they write: "The study, (the landscape one ed) which will be available online on the site dedicated to Tibula Energia by the end of June, intends to be an ad hoc tool to support the dialogue with the territory ". The lords of the wind miss the abc of territorial planning procedures: " before " placing the wind turbines in the middle of the sea, in fact, they should have carefully studied their landscape, environmental and marine impacts. In this case, however, the Americans and the Spaniards first asked to occupy the sea of Gallura and only then to do the environmental study. The exact opposite of the most basic rules. Moreover, few believe that the chosen company, equipped with "artificial intelligence", will argue that this location is a "punch in the stomach" of Sardinian tourism development.
Donkeys fly
If there were a rule of law, in compliance with the constitutional norm on the environment, a request for the concession of such significant water space would never even have been published precisely due to the absence of any landscape study. With the same timing, the wind farmers, in those notes projected on the wall, promised the beauty of 3,200 jobs. Obviously only those few "credulous" who saw the donkeys flying, pushed by the mistral of Gallura believed in it.
