"In the 2025 Budget, approximately 179 million euros have been allocated that can be traced back to the category of so-called one -off expenses . These are resources assigned to specific entities, associations or subjects, often in the absence of a clear planning system and with assignment methods that are difficult to verify by the territories." The complaint about "tips", to put it bluntly, bears the signature of Anci Sardegna . A race that repeats itself every year, but this time, according to the mayors of the Island led by Daniela Falconi , the limit has been exceeded.

It is enough to go to Buras, the official bulletin of the Region where the Budget was published, to verify every single item of the 2025 maneuver. There is something for everyone : from the Putzese summer, that is the one in Decimoputzu, to the festivals, including the “InVaso” one in Muravera. As if all the other events were worth less. Ditto on tourism promotion: Assemini won and many other Municipalities did not, although summer arrives the same for everyone. The same speech on the redevelopment of the soccer fields.

The tricolor bands make it first and foremost a question of justice. And for this reason they have decided to write to the Board, Council and group leaders. "Although formally everything is legitimate - the tricolor bands clarify - the methods used raise significant doubts in a political and institutional order, both with regard to the identification of expenses and their allocation. The Anci, on the merits, highlights territorial disparities, lack of transparency and weakening of the role of the Municipalities ". A three-point j'accuse that leaves nothing to chance. "The discretionary allocation of funds, as articulated in the maneuver, can generate imbalances between local authorities , regardless of objective criteria such as need, planning or social emergency". Again: "The absence of public procedures and open calls for tenders compromises the traceability and democratic legitimacy in the use of public resources", we read in the Anci document. Hence the third key point: «The mayors, first representatives of the State in the territories, are often not put in the conditions to compete equally for access to the funds nor are they involved in the decision-making processes relating to their allocation».

The mayors ask the Region that from now on «every disbursement of public funds be based on transparent, participatory and programmatic criteria , preferably through calls for tenders and in coherence with the priorities expressed by the Municipalities». The «establishment of a permanent Observatory on the quality and fairness of regional public spending will also be promoted, as a strategic tool to support political and programmatic decisions».
