The Chamber of Deputies approved the electoral law reform , renamed "Stabilicum" or "Melonellum," with 217 votes in favor, 152 against, and 2 abstentions . The measure now goes to the Senate, where it may be amended.
The text, first signatory the FdI group leader Galeatto Bignami, provides for a mixed system, proportional with a majority bonus , with the obligation to indicate the coalition's candidate for prime minister.
The majority bonus goes to the coalition or list that obtains at least 42% of the vote . If no coalition or list reaches this percentage, a purely proportional system is used. The bonus consists of 70 seats in the Chamber of Deputies and 35 in the Senate, to be added to those obtained through proportional representation (but a maximum of 220 seats in Montecitorio and 113 in Palazzo Madama has been set) .
The reform does not provide for preferences ; the amendment was resoundingly rejected in recent days by around thirty center-right snipers. Single-member constituencies have also been abolished. Voting will therefore be based on closed lists .
The thresholds remain those of the Rosatellum: 10% for coalitions, 3% for lists . The only new feature is the repechage of the best coalition list below the 3% threshold. To avoid excessive fragmentation of the parties, votes for affiliated lists that do not exceed 3% do not count towards a coalition's percentage, with the exception of the best list below the threshold.
When filing the symbol , the lists or coalitions must indicate the name of the person they intend to propose to the President of the Republic as a candidate to lead the Government , under penalty of inadmissibility of the list or coalition.
This latter party has been heavily criticized by the opposition, which speaks of a "prime ministership without reform," and is objectively in difficulty. It will be forced to hold primaries or reach an agreement, which currently appears difficult, on the prime ministerial candidate .
An important development concerns non-resident voters, who will finally be able to vote where they are temporarily domiciled by registering in a special register .

FI leader Antonio Tajani : "The law passed with a large majority, there are no problems within the coalition. The fundamental objective is to guarantee the country the stability that fosters investment. The day after the elections, we will know who won and who lost, preventing any doubts or political maneuvering that doesn't reflect the voters' will."
