The Superbonus is still the main suspect in the difficulties of the Italian public finances and therefore also responsible for a maneuver that can only be "prudent" and which will have to deal with evidently scarce resources.

As a protagonist of the post-Covid recovery, acclaimed for the positive effect on employment and on a driving sector such as construction, the 110% has become the cause of the "stomach ache" of the Minister of Economy, Giancarlo Giorgetti , who in front of the audience of the Ambrosetti forum in Cernobbio he returned to attacking the symbolic measure of the Conte 2 government without half measures.

But faced with the same audience, skeptical, indeed decidedly critical of the tax on extra profits, a measure that this time could become one of the symbols of the Meloni government, the Minister of Economy opened up to possible changes in the parliamentary passage, as already hoped for by Forza Italia . The norm remains, claimed Giorgetti, but it can be improved.

«What I don't accept is that it is said that it is an unjust tax, it is a just tax. - the minister articulated, while admitting and assuming responsibility for an initial communication error - I can assure you that in the end, in its final version, everyone will be able to appreciate it». After all, just as the State gives (and with public guarantees it has already given so much), the State asks, he explained.

With the Superbonus, however, this balance is missing. «The hated intervention of the State is back in fashion», said Giorgetti, the State has played «the part of the Sun King who distributes favors». But this way "you're not going anywhere," he insisted. On the contrary, looking at the public accounts, we are heading downhill. The numbers are impressive: " 100 billion, this government has paid 20 and another 80 are to be paid, but everyone ate and then got up from the table", accused the minister again, despite the attempt to defend the measure by by Giuseppe Conte. The Nadef can only reflect its full weight on the deficit, as well as the maneuver for 2024. According to Giorgetti, at least for this year the 1% growth could be confirmed, but there will be problems for the next one. The Superbonus "plasters economic policy, leaves no room for other interventions".

Priority will therefore be given to cutting the wedge , favoring the world of work and families as much as possible. However, at the moment there aren't many fiscal spaces: about 4 billion in deficit, 1-2 billion from the savings of the single check, 2 billion from the tax on extra profits, 300 million from the spending of the ministries. Not much more. The review of the stability pact will help with respect to the old rules, but Italy, which is asking Europe to take note of the "changing picture", would like to be able to deduct some expenses from the calculation of the public deficit: those for Ukraine for example, as reiterated by Giorgetti himself, but also those for the energy transition, relaunched Matteo Salvini. A little more space in the deficit would probably make it possible to give answers to the political requests of the parties, primarily on pensions, but also of the ministers, starting with those of Orazio Schillaci on health care. Under current legislation, the National Health Fund should increase by around 2 billion next year, but the minister is asking for at least 4.

On the debt, on the other hand, some relief could come from privatizations, but on MPS, which seems to offer the first useful opportunity, the MEF does not seem to be in a hurry and above all "it doesn't let anyone dictate the times", Giorgetti clarified again .
