At least 3,100 direct jobs are at stake on Superbonus problem loans , of which 2,850 in medium and small artisan construction companies. According to estimates, the sector could suffer a contraction of 9.1% of employees, but the total count of positions that risk having to deal with layoffs and job losses in the coming days reaches 7 thousand units between direct and associated companies.

This is the alarm raised by the Study Office of Confartigianato Sardinia , which has elaborated an analysis, starting from ISTAT and MEF data, on the "Employed at risk in the construction MPIs in Sardinia due to the non-collectability of problem loans for building bonuses".

The focus is also on the territories : in the Sassari-Gallura area, only in the construction MPIs, Confartigianato estimates 1,010 places at risk, Cagliari 760, in Southern Sardinia there are instead 520, in Nuoro 330 and in Oristano 220.
«URGENT SOLUTIONS» – « We are gambling on employment and the future on building bonuses if the government decree that has thrown thousands of businesses into uncertainty doesn't change» say Maria Amelia Lai , regional president of Confartigianato, and Giacomo Meloni , president of the construction workers. "For this - they continue - we need to find urgent solutions to the situation of companies with credits which, day after day, from stranded are becoming worthless and therefore uncollectible".
Confartigianato Sardegna also points out that in small and medium enterprises in the construction sector , a sector which has recorded an increase in productivity of 5.8%, double the rate of 2.6% of the total economy, 87.2% of workers are employed . Furthermore, the construction sector is the sector that absorbed 85.5% of the job positions created in 2022.
«It is inadmissible to penalize companies that are solely to blame for having used the law , carried out the interventions meticulously envisaged by the legislation, applied the regional price lists, borne the enormous bureaucratic burdens - continue Lai and Meloni - not to mention having faced the 224 changes, one every 16 days ». THE PROPOSALS – The numbers generated by the Superbonus were presented by Confartigianato in various confrontations with the Government as a contribution to solving the problem of problem loans for which.
According to the Confederation, it is necessary to increase the credit absorption capacity of the credit system , also through the identification of a public purchaser of last resort, particularly necessary for smaller credits. The time frame for using credits in compensation should also be extended . In the absence of the necessary tax capacity, companies that have credits in their tax drawers lose a part of the credit due to them. The artisans also request the postponement of the date, set for February 17, 2023, by which it is necessary to have presented the CILA in order to maintain the possibility of transferring/discounting the credit. Due to the limited value of free building works not assisted by CILA, Confartigianato requests that the taxpayer be allowed to self-certify the start date of such works . According to the Confederation, the objective of the "green" transition of buildings cannot be achieved if, together with a system of concessions in the form of tax deductions , the possibility of assigning credits and discounting invoices for some cases is not maintained, in particular those with low incomes and favoring interventions on properties with a very low energy class and the reconstruction of buildings damaged by seismic events for which the 110% deduction is allowed until 2025.
