Concern of Sardinian companies, after the government's ok to the decree law on building bonuses which provides for the stop to the discount on the invoice and the transfer of credits .

«An unexpected, unjust and harmful measure, which leaves us and all the artisan businesses and professionals who work in the Sardinian Home System incredulous. For this reason we hope for a rethinking of the government to avoid further situations of financial crisis for the productive realities and a problem of a social nature for those clients who based the feasibility of the works on the possible transfer of credit", commented Maria Amelia Lai, president of Confartigianato Sardinia, and Giacomo Meloni, president of the building craftsmen.
«With this situation we could find ourselves, in fact, both with the unresolved problem of problem loans and with the unmanageability of the construction sites in progress, all combined with a clear return to 2019 when the interventions on the houses were carried out only by those who had financial resources to do it. An imprudent and unfortunate dismantling of building bonuses could plunge the construction sector back into the darkest years of the sector ", they added.
According to the trade association, the blocking of the possibility of purchasing credits by public bodies also represents a new obstacle for the sector.
"The intervention on public bodies - explained the two presidents of Confartigianato Sardinia - in fact puts an end to the much appreciated initiative to have the Region of Sardinia buy around 250 million euros of credits : this is a very serious fact".
According to data as at 31 December last year, in Sardinia the superbonus rule generated 2 million and 467 thousand euros a day for a total of 2 billion and 99 million in deductions which, on the over 12 thousand buildings concerned, activated a turnover of 4 billion and 400 million euros (2 billion and 880 million as a direct effect on construction companies and technicians and 1 billion and 500 million euros of related industries).
«Unfortunately - concluded Lai and Meloni -, despite the enormous amount of investments that have had a positive impact on businesses, technicians and related industries, there are still over 300 million euros that the Sardinian realities of the Home System have not yet managed to collect through the assignment of credits . Thousands of businesses are at serious risk of closing due to lack of liquidity.
Sardinia's "Home System" is represented by 23,000 businesses and 49,000 employees, whose turnover, driven by the home bonus and superbonus effect, grew by 35.9% compared to the pre-Covid period.

The 5 Star Movement is also critical, with the group leader in the Regional Council Alessandro Solinas attacking the decree: «The government delivers the coup de grace to the Sardinian construction companies and buries one of the measures that had a more propulsive effect on the construction sector of the decades, promoting and encouraging respect for the environment at the same time. With the halt to the transfer of credit and the discount on invoices, small and large Sardinian companies that have invested large sums in planning for the start-up of new construction sites find themselves completely in disarray, deprived overnight of a measure which has succeeded in the dual purpose of creating new jobs and enabling citizens to undertake necessary restructuring. President Solinas cannot remain silent in the face of a clean-up by the national government which repudiates the work of the Sardinia Region which, through the Budget Law, has made its fiscal capacity available to purchase credits, potentially estimated at 40- 50 million euros per month. We are waiting to know how the President of the Region will behave, whether he intends to flatten himself to the national diktat or to courageously defend our prerogatives".

«According to the latest study produced by the Study Center of the National Council of Engineers, the value brought to the island's economy by the Superbonus 110% is 514 million euros in just two years. According to the technicians, moreover, the 245 million invested for the interventions on the building heritage of the Sardinians will in fact create a positive impact of 2.1 euros for every euro spent», Solinas declared again.
