A continuing tug-of-war between the State and the Region. Now, even over student income: the law, approved by the Regional Council in March, has been challenged by the Government at the request of the Minister for Regional Affairs, Roberto Calderoli of the Northern League. This is the fourteenth law rejected by the Council of Ministers out of 75 approved since the beginning of the Sardinian legislature: three were struck down by the Constitutional Court. The reason for the hold is not secret: the financial coverage is unclear and, on certain points, there is a conflict of jurisdiction.

While Governor Alessandra Todde prefers not to comment ("It's a proposal that originated in the Council, from the president of Sinistra Futura, Luca Pizzuto"), Assembly leader Piero Comandini points the way: "The time has come to establish a discussion forum with the State to overcome the issue of challenges," he says. "We need a definitive face-to-face meeting that clarifies once and for all the powers of the statute and allows us to legislate on initiatives within our purview. Because, in my opinion, some of the contested provisions go well beyond the State's jurisdiction ."
