Within a month he will come the floor of the Minister of Public Administration Renato Brunetta that will serve to regulate the work remotely for 3.2 million of the Pa employees, respecting the criteria of regularity, continuity and efficiency announced by the Minister last April, when it was canceled the obligation of 50% work in smartworking , decided by the then owner of the department Fabiana Dadone.

After December 31, 2021, the day on which the state of emergency for Covid-19 will end, an organizational plan will be needed for each office regarding agile work, which will include a maximum of 15% of work that can be carried out remotely.

Yesterday at the Venice Innovation Festival Brunetta explained that "in a month for the first time there will be a real contract for agile work: it will take an organizational package parallel to working in presence at remote work".

The first draft of the contract in the central functions has already been presented by the Agency for the negotiating representation of public administrations to the trade unions on 15 September: the text states that agile work must be possible only "for previously identified work processes and activities by the administrations, for which the necessary organizational and technological requirements exist to operate in this way ".

In this way we will try to "achieve the improvement of public services and organizational innovation ensuring the balance between professional and working life".

The agreement on the contract will be individual and the employee must agree on the duration, the days of work in smartworking and the place where he will work, which cannot be outside Italy.

The working time will be divided into three bands: operability, contactability and inoperability. During the latter you will have the right to complete disconnection, i.e. the right not to receive or reply to any e-mail, call or message.

Those in certain conditions will have easier access to this possibility, such as parents with children under the age of three or disabled and workers with disabilities.

The agreement will also indicate the methods of control and management power by the employer.

Among the various issues, what seems to worry the unions most of all is the individual agreement between the employer and the employee.
