Save the house, Todde and Comandini against Salvini: «Serious interference, in Sardinia no to burial-lodgings»

Alessandra Todde and Piero Comandini (the first is President of the Region and the second of the Regional Council) against Matteo Salvini, Deputy Prime Minister, Minister of Infrastructure and Transport. The point of contention: the save home. Or rather, the adaptation in a Sardinian (legislative) key of the provision wanted by the leader of the League with the aim of remedying small construction and building irregularities (not abuses).
To make it applicable, the Island had to adopt the national legislation. But during the process in the commission before it reached the Chamber, the option – provided for in the Salvinian text – of making studio apartments with a minimum surface area of 20 square meters habitable was rejected. In Sardinia, the limit of 28 remains. Furthermore, the minimum height of a building must be 2.70 meters (the national one provided for 2.40). Changes that the minister did not like. Today he wrote to Todde, to say: «It is necessary to adapt the building regulations to favor young people and workers».
An interference that the governor and Comandini did not appreciate: «It is very serious that a minister of the Republic intervenes on a regional provision, among other things still in progress, making observations on construction matters, where Sardinia has primary competence. It is an unprecedented fact, no representative of the national Government has ever tried to interfere in our history of autonomy».
Instead of studying measures to try to stem the high rents, Todde argues, "the remedy that the Government is proposing is to allow the habitability of real niches in which people who cannot afford to pay for a house worthy of the name will have to live. Thinking that a 20 square meter room, 2.40 meters high, can be equated to a home, is simply madness. This is why the Region and the Regional Council have intervened on the Salva Casa regulations, to restore dignity to people."
«This objection made by the minister», intervenes Comandini, «is groundless since the council commission has substantially accepted the principle, declining it better through a more harmonious detailed discipline in order to allow its maximum application in the various regional contexts».
The rules, the president emphasizes again, "especially the urban planning ones, must be implemented in the territories. And the Italian territories are very different from each other. Our cities, our towns, are full of unused houses, even new ones, the problem of land consumption with further constructions does not arise. Just as it is not a question of new construction techniques for the creation of micro-apartments: 20 square meters simply cannot be defined as a 'house', but a room to fit a bed, kitchen and toilet. To be clear, 20 square meters are comparable to a parking space".
"The fourth commission", intervenes Comandini on studio flats, "has deemed it appropriate not to implement the provision. The Region, being endowed with primary competence in matters of construction, is required, on the basis of the Statute of autonomy, to only implement the fundamental norms of the economic and social reforms and that in this case the minimum dimensional standard of the single-room accommodation does not constitute a fundamental norm of economic and social reform".
