The Regional Council is beginning to examine the bill of the Regional Council that implements Salvini's Save the House decree. For the moment, the Chamber is engaged in the general discussion . The majority rapporteur of the measure is the Pd councilor Gigi Piano . "This bill represents an organic and necessary intervention for the adaptation of the Sardinian regional building regulations to the recent national provisions, and is configured as an operation of modernization and rationalization of the island's building system", he explained in the Chamber. According to the minority rapporteur, Antonello Floris (FdI), "our concern is only one: not having fully implemented the article of the law that concerned habitability, we run the risk that the measure will be challenged, risking regulatory chaos".
The decree provides for a minimum surface area of 20 square meters, while the Region does not go below 28. But, adds Floris, «the minimum surface area of housing is a false problem because it is the City Councils that decide within their own territory, through the municipal regulation, what the minimum surface area is. In fact, the municipal regulation can indicate 40 square meters instead of 20.
So, on a false problem we risk an appeal. Furthermore, the provisions of the Salva casa decree are already effective and would not even require a passage in the Regional Council. We do not have the legislative power to modify them".
