The time for the great electoral appointment of the Sardinia Region is approaching: in nine months , if we want to consider the natural expiry date of the mandate received at the time, and barring far from unexpected surprises, which could well fall within the dynamics of the programmatic tactics of one, and/or both, of the two contending coalitions, since they are respectively ready to take advantage of the condition of mutual internal inhomogeneity of the party components respectively concerned, the ballot boxes and the various alignments on the field will reopen, aware of the relevance of the choice that the Sardinian people will be called to complete in the aftermath of a not exactly idyllic five-year period, they would seem to begin to "position themselves" at the starting line .

Saying "nine months", in the political sphere, is in practice equivalent to saying "tomorrow" and the circumstance, on closer consideration, can only arouse, with a good approximation, significant concerns on an organizational level due to the key decisions to be taken on the matter the composition of the various lists and the choice of the candidate for President who, more than anyone else, will have to express subjective qualities such as to be able to catalyze the preference of the citizens. And that this figure cannot, in any way, be indicated as "aliunde", and least of all in Rome, really appears as the proverbial "minimum wage" not requiring, in theory and even in practice, any clarifications whatsoever.

The candidate, on both sides, will have to express, give concreteness it would perhaps be more correct to say, to those who are the requests of a population which, like that of the national context, will be called to meet the challenges, and the difficulties, already existing and strongly incident, of the post-pandemic years, and beyond, therefore it will have to make itself a humble expression of a People who will have to place every best future expectation on its decisions.

The novelty is that there would be a need for "novelty", "originality" in the conduct of party decision-making, and, above all, a decisive generational change of the ruling class because, as we know, being the golden rule, "changing the order of the addends , the sum does not change”.

The leadership of the Sardinia Region may need a managerial imprint marked by a programmatic and ideological freshness that can finally be said to be suitable and suitable for giving lively expression and form to that Regional Statutory Autonomy that has remained so far and timidly it would seem, and at least this is the feeling that if portrays them, in the state of bringing up the rear.

If it is true, as it is true, that to this day the compelling motivations of Specialty and Autonomy would seem to remain alive, in their dazzling clarity, nevertheless, those motivations, if not inserted in an actualizing design capable of indicating the guideline to be followed with the specific indication of the path to be taken, and which may involve a new State-Region relationship, and a different but connected Region-European Union one, will in no way ever lead to the realization of that coveted process of building an authentic Europe of Peoples in the context of which, the reasons for Specialty and Insularity are effectively recognized.

The so-called "Sardinian question" of which content nowadays is found to be an expression? But above all: does it still exist, and does it make sense, nowadays, to talk about the "Sardinian question"? And in what terms? It would seem a somewhat anachronistic topic, almost extemporaneous considering the past decades, but in fact, even if not in speeches, still current. Meanwhile, because, on a purely constitutional level, having seen and considered the provisions of the new article 119, it appears extremely necessary to undertake the path for the "reconstruction" of the substantial content of the specialty and of the autonomy , declining it according to the risks and dangers of the implementation of that desired, understood by some, differentiated autonomy which risks widening the gap of the development "gap", unfortunately already all too evident, between significantly poorer regions and richer regions.

Therefore, because at the community level, but also substantially finely institutional, it would be necessary above all to re-establish the political and administrative terms of what should be the relationship between the ambit of local government and the centralized regional one, with the pure and simple declared aim not only of guarantee a balance between powers suitable for allowing the streamlined and bureaucratic management of the territorial economy and the social fabric, but also, and above all, to undertake a path aimed at overcoming internal and external diseconomies, which, unquestionably, if not addressed, they will continue to weigh heavily on the development processes and on the recovery of inland areas, hindering their pursuit.

Finally, because, on a purely territorial and geographical level, even the acknowledgment of the condition of insularity, even if there was no need in consideration of the physical evidence of the territory, runs the risk of remaining devoid of any substantial content, which, giving priority to any legislative initiative in this sense, should instead have brought with it the significant level of its prerogatives not only on the side of the removal of the constraints deriving from insularity, but also on that of the new relationship to be undertaken with Italy peninsular and with the European Union, with which, evidently, the first limit to be led to definitive elimination is precisely that of the necessary territorial cohesion to be guaranteed at 360 degrees. In this sense, it seems useless, at present, to discuss who should choose the future candidate for the Presidency of the Region of Sardinia.

It would probably be decidedly more useful to carry out a "restyling" of the subjective components of the individual parties in order to offer the Sardinians a range of names and programs that are suitable for expressing, on a level of originality and effective strength, the future of a Region that has everything to offer both internally and externally, and which is waiting to be suitably valued.
