Sardinian prisons increasingly overcrowded: the situation continues to worsen, both for inmates and for agents.
The most critical is in Tempio, in the Nuchis Prison House , where there are inmates under high security: with 170 places available, 193 prisoners are . To this it must be added that in the Tempiese prison there is no permanent director, and the institute is managed by Orazio Sorrentini, who is also director of the Prison of Busto Arsizio .
"Uncomfortable conditions - underlines Maria Grazia Caligaris of the association 'Socialism Rights Reforms' - are also registered in Oristano (263 detainees for 267 places), in Nuoro (246 for 375 but with a wing of 100 places closed awaiting renovation and there was a fall of rubble in an infirmary ”.
Still, in Sassari-Bancali there are 428 inmates for 454 places, with 90 under the 41bis regime. In Cagliari-Uta, on the other hand, there are 537 presences out of 561 places available .
Furthermore, the association underlines, “the real condition of the cells and the problems connected with the management of the restricted are missing from the ministerial report. The real numbers of availability are in fact very different from those indicated ".
And “it cannot be forgotten that in almost all Sardinian institutions there are inmates under 41bis”.
“The greatest emergency - continues Caligaris - however, is represented by the scarce job opportunities and use of time during detention. The activities are negatively affected by the shortage of prison staff . Furthermore, the health system cannot take charge of people who, when they are incompatible with the bars, are forced to remain in the cell because there are no alternative structures ”.
Hence the appeal to the Minister of Justice Carlo Nordio: "We hope that you do not try to solve everything only with new prisons, we need alternative structures, centers and communities where people are really cared for and managed when necessary so that they can be reintegrated into society. ".
In addition, " we need prison directors and workers, psychologists and educators, mediators and cultural operators ". Finally, the association recalls, “keeping elderly, mentally ill and drug addicts in prison is not useful, often discomfort and illegality are linked to personality disorders and the use of cocaine and crack”.
Verifications by the Attorney General's are also underway on Sardinian prisons, with Luigi Patronaggio lighting a beacon in particular on the situations of Bancali and Nuchis.
