«It is necessary to adapt the building regulations for young people and workers».

This is what Deputy Prime Minister and Minister of Infrastructure Matteo Salvini asks again in a letter sent to Governor Alessandra Todde and to the President of the Regional Council of Sardinia Piero Comandini regarding the draft regional law for the reorganization and coordination of building and urban planning regulations.
"The regional provision - explains the ministry - keeps the minimum habitability measures for studio apartments unchanged, not recognizing the innovations introduced by the "Salva Casa" decree-law (DL 69/2024, converted into L. 105/2024). The new national provisions - continues the note from the MIT -, also the result of a fruitful and constructive discussion in parliament, have introduced significant innovations on the subject of micro apartments and include changes to the minimum surface area of the accommodations and the reduction of the height limits from 2.70 to 2.40 meters".
In the letter, Salvini also underlined that "building standards are an essential level of performance concerning civil and social rights, to be guaranteed throughout the national territory, and it is not possible to admit, on aspects of primary social and economic importance, a fragmented and diversified protection of the sector discipline".
Again, the minister writes, «the reasons for "Salva Casa" aim to provide pragmatic answers to the changed social and economic needs, adapting building regulations and ensuring safety and hygiene of buildings. These national measures offer flexible and affordable housing solutions for young people, workers and single-person families, even in urban contexts with prohibitive costs. They also contribute to the enhancement of the existing building heritage, limiting the consumption of new land».
The minister, the note continues, "informed that the Ministry of Health, with the support of the MIT Offices, is updating the minimum standards of habitability for mini apartments, taking into account new construction techniques. Pending the finalization of this activity, the rules introduced by the "Salva Casa" decree-law guarantee suitable hygienic-sanitary conditions for micro apartments."

"The hope - concludes Salvini - is that the Sardinia Region can guarantee the full operation of these legislative innovations also on the regional territory".
