«We will approve the Puc by 2024». It was November 2023, and the announcement in the urban planning commission of the Municipality of Porto Torres was moving quickly. Instead , the road that leads to the new planning of the city has inexplicably stopped .
Yet last year it was specified that «the work, carried out over the last year and a half by the Urban Planning Sector of the Municipality under the supervision of the competent department led by Gian Simona Tortu, - the municipal administration had underlined - will resolve the inefficiency of the last 20 years of city administration".
A clear reference to the mayors who previously governed the city. «Inefficient», as defined in planning matters. Instead , the strategic tool for designing the face of the city in the coming years, awaited for over 20 years, has once again remained at a standstill .
The administration, led by the mayor Massimo Mulas, after the reorganization of the urban planning office, had started the procedure relating to the Puc at the end of 2021. The instrument previously adopted, in 2014, had lost its effectiveness 3 years after the date of adoption and the Region he had sent a letter in which he feared the risk of being placed under special administration.
Today , the minority councilors, Bastianino Spanu, Costantino Ligas, Ivan Cermelli, Ico Bruzzi and Michele Bassu are calling for the convening of the Urban Planning Commission and renew their request to President Gavino Sanna.
«Four years after the installation of the Mulas administration - says the opposition - the Urban Planning Commission has rarely been convened, having been requested several times in the city council. Furthermore, we urgently ask to discuss the Puc, in its original, modified or integrated version".
On 31 March 2022, the Municipality asked the Region to be able to proceed with the evaluation process of the adopted Puc which, according to the application of regional law 45/1989, provides for the acceleration and simplification of the procedures for adapting the Puc to the regional landscape plan , in order to continue the approval process in the city council. Request to which the Region responded after two months, sending an 83-page investigative report in which it asked for the adaptation of the municipal urban plan adopted in 2014. The copy-planning action was started with the first meeting on 30 June 2022 and continued with the design and field survey activities, carried out by the team coordinated by manager Mario Cappai. A planning commission meeting has since been called. The work still seems long. The time would not be "ripe" to update the commissioners on the process of drafting the document . "Just" ten years have passed.
