"A system in which those who are friends of the powerful find work at the expense of those who are not friends , a system in which skills and merit are set aside in favor of personal clientelistic relationships . A system in which work is degraded from constitutional right to favor."
It is the system that according to the public prosecutor Marco De Crescenzo had been implemented at the ASL of Oristano from 2014 to 2019 with rigged competitions and piloted temporary hiring in exchange for electoral favors . Extremely serious conduct according to the prosecution and so at the end of the closing speech the prosecutor Marco De Crescenzo requested a nine-year prison sentence for Antonio Succu, former mayor of Macomer and former head of gynecology at San Martino in Oristano . A sentence of eight years and three months was requested for Augusto Cherchi, former head of resuscitation and former regional councilor of the Partito dei Sardi . Seven years and three months were requested instead for Salvatore Manai, former head of nursing at the operating block of San Martino. A similar request for Giovanni Piras, former head of the health professions service of the ASL . finally a three-year prison sentence and a 20 thousand euro fine for Agnese Canalis, director of the temporary employment agency E work .
For other charges, acquittal was requested for Succu, Cherchi, Manai and the former ASL manager Mariano Meloni. Also, no proceedings should be taken against the former ASL commissioner Maria Giovanna Porcu, the former personnel manager Angelo Piras and Angelica Faedda, Giovanni and Daniela Sanna) because the crimes are time-barred. Finally, for the charges of abuse of office, acquittal was requested because the fact does not constitute a crime (anymore) (after the Cartabia reform).
In a marathon hearing, lasting five hours, the prosecutor reconstructed the key passages of the Ippocrate investigation . According to the prosecutor, the competitions for social health workers, midwives and nurses had been rigged, the applications had been given in advance to those "friends" who in return had assured their candidacy or that of a close person or their membership in the PDS .
According to the prosecution, the temporary hirings that took place on call following the indication of Antonio Succu who gave the name of the person to be employed at San Martino were also rigged. In this system , Salvatore Manai was the material executor of Succu's directives while Giovanni Piras and Cherchi, albeit with different roles, were said to have illicitly influenced the competitions .
The panel chaired by Carla Altieri (with Elisa Marras and Serena Corrias on the side) postponed the trial to June 19 for the discussion of the civil parties and some defense lawyers.
