Oristano: Deaf child without assistance: urgent question to be submitted to the City Council.

An educational service guaranteed for just nine hours a week, compared to a much longer school schedule, and a matter that continues to bounce between the school, the courts, and now the city council. This is the case of a nine-year-old boy, deaf since birth, who attends a city school in Oristano without adequate sign language support throughout the school day.
The situation has now reached the City Council floor with an urgent question, co-signed by Maria Obinu, addressed to the mayor and the councilor for Social Services. The document challenges the City's decision to limit educational services to less than a third of school hours, leaving "most of the school day unattended" and failing to provide "constant educational and communication support," which is necessary to ensure the right to education and inclusion.
The signatories refer to the regulatory framework that protects students with sensory disabilities and warn that such limited coverage "risks seriously compromising the child's academic progress, autonomy, and psychological well-being," contrary to the principles of equality and equal opportunities.
The matter has already been brought before the Oristano Court, which, in an order dated December 5th, ordered the Municipality "to comply with the Educational Plan by guaranteeing the child twenty-nine hours of sign language assistance per week," compared to the eight to nine hours currently provided. Despite this, the administration has filed an appeal, arguing that the Regional Administrative Court (TAR) has jurisdiction, with a new hearing scheduled for January 26th.
The interpellation now asks for clarification on the reasons for the choices made and "what actions are intended to be taken to prevent similar situations from recurring in the future."
