Metro construction site, water leaks, and disruptions: Abbanoa and Arst blame game

The time has come to pass the buck over the responsibility for the recent water main leaks on Viale Diaz in Cagliari, which have caused significant disruption to residents, schools, and businesses in the area. The first leak occurred on November 13th, the second the following day.
Abbanoa, in a note on the 14th, had pointed the finger at the "company that is carrying out the work on the metro", during which a pipe had burst.
ARST, the contractor for the much-contested construction site, has weighed in with its own version of events: it admits the company's responsibility for the incident of November 13th, when "during excavation work by the contractor, a valve in the water main, located at a much shallower level than the main pipe, was damaged."
However, the regional transport company adds, "following the reconnection of the water supply, a large leak was discovered at a different point, located in an area not yet affected by the excavation ." Again, according to Arsrt, "Abbanoa technicians responded promptly, allowing the water supply to be restored that evening."
Regarding the new leak on the 14th, ARST claims that it occurred "in a point not yet precisely identified, and in an area not yet affected by excavations: to locate and resolve it, Abbanoa has carried out the necessary tests."
