There will be no risk of mafia infiltration in Sardinia, nor will there be prison overcrowding. This was the statement of Justice Minister Carlo Nordio , responding to a question from Sardinian MP Mario Perantoni (M5S) regarding the plan to transfer prisoners under the 41-bis regime to the island.
"The purpose of this regime," Nordio writes, "is to prevent the persistence of links between detainees and criminal, terrorist, or subversive organizations. The current legislation itself requires that detainees subjected to this regime be placed in dedicated institutions or special sections, logistically separated from the rest of the institution, preferably in island areas."
According to Nordio, given the particularly stringent regulations, for example those regarding interviews between inmates and their families, " the presence of such inmates can be ruled out as having a negative impact on the local community."
In particular, in Sardinia " there is not even a problem of overcrowding : the sections designated for 41-bis will be autonomous and dedicated, without causing an increase in the ordinary prison population in the institutions of Nuoro , Sassari and Cagliari" .
For Nuoro , in particular, once the work in the Badu 'e Carros prison is completed, "the number of inmates subjected to the special regime will be lower than when they were previously assigned to the High Security 3 circuit. For Sassari and Cagliari, the dedicated sections will operate according to autonomous organizational methods."
According to the Keeper of the Seals, therefore, there is no danger on the island: "The planned interventions are consistent with the security needs of the special regime and will not have negative repercussions either on the regional territory or on the organizational structure of the penitentiaries involved."
