The Department for the South of the Presidency of the Council of Ministers has revoked single authorization no. 74 of 2026 which had given the green light to the contested Tavolara Bay project in Cala Finanza .
No more ZES, therefore, and no more glamping on the promontory of the Gallura coastal town of Loiri Porto San Paolo. "The revocation was adopted precisely because of the subsequent revocation by our City Council of Resolution No. 50 of November 25, 2025," explains Mayor Francesco Lai .
Last June 30th, in a meeting of the municipal council of Loiri Porto San Paolo with a single item on the agenda, Mayor Lai had explained the reasons for the request to the councilors to revoke through self-regulation the resolution made in November 2025 which allowed the redevelopment of the area .
Two days later, and following the massive turnout of citizens and activist groups at yesterday's demonstration at Cala Finanza, Rome issued a halt today. This halt concerns the only submitted project, the glamping site, while—as the Region also specified—no application has ever been submitted for a resort that the Italian-Brazilian company Tavolara Bay srl, part of the JHSF group, is said to be planning to build in the area.

"This is a victory for the principle of loyal cooperation between institutions. It demonstrates that when a municipality exercises its prerogatives seriously and rigorously, the state knows how to listen. And how to correct itself ," Lai declared.
The Region
But the decision immediately sparked a political clash.
"Sardinia was right, the Government had to surrender to the evidence", Alessandra Todde's lapidary comment , underlining that in the case "fundamental principles were at stake: respect for our territory, the Regional Landscape Plan and the competences that the Special Statute attributes to Sardinia".
"This confirms what the Region has been saying from the beginning," said Francesco Spanedda, regional councilor for Local Government, Finance, and Urban Planning. "The issue wasn't whether to favor or oppose investments, but rather respect for the rules and institutional responsibilities. Urban planning isn't a formal process, and extraordinary procedures can't be turned into shortcuts."
"The Region," emphasized Vice President Giuseppe Meloni , "has opposed the measure at every level, first formally challenging it before the Council of Ministers and then before the administrative court. The project violated regional landscape regulations and the territorial governance powers that the Special Statute grants to Sardinia ."
Today's revocation "demonstrates that we had valid reasons to challenge that provision," Meloni emphasized, emphasizing that the Region's "fight has never been against anyone, but for respect for the rules and the Special Statute , through which Sardinia exercises its powers and protects the territory, the landscape, and the right of communities to participate in decisions that affect them."
The decision taken in Rome is "an important recognition of these principles," Meloni concluded, thanking the Municipality of Loiri Porto San Paolo for revoking its resolution.
FdI attack
"A clumsy and astonishing attempt to claim a false victory," according to representatives of the Brothers of Italy . "As our Senator Giovanni Satta aptly reiterated, the reality is unequivocal: everything begins and ends in Porto San Paolo . A project of this magnitude, like the Cala Finanza project, certainly doesn't appear out of nowhere overnight," reads a statement from the Brothers of Italy. "Do local representatives of the Democratic Party and the Five Star Movement really want Sardinian citizens to believe they were completely unaware of the arrival of billions of euros in investments in their own territory? This is a theory that no one believes and that offends the intelligence of voters."
"We need to reestablish the administrative truth and expose the exploitation: the ZES Mission Structure intervenes only when there is agreement from the local communities. In this specific case, the ZES's intervention occurred only after the Municipality had already authorized the project . The Democratic Party and the Five Star Movement must stop making propaganda at the expense of Gallura and take responsibility for the choices made by local governments, instead of looking for easy scapegoats to mask their own internal contradictions."
«Meloni should resign»
Francesco Mura, coordinator of the Melonian Party in Sardinia, elaborates further: " This affair should have inevitable political consequences. President Todde should dismiss her vice president, Giuseppe Meloni, for his management of the situation, which has exposed the entire Region to institutional disgrace. At the same time, the vice president, out of respect for the citizens and to safeguard the credibility of the municipal administration of Loiri Porto San Paolo, of which he is the political godfather, would be wise to preempt her decision."
