Alarmed by the delays announced for the tender (scheduled for February and pushed to spring) after the club's financial plan was filed, the opposition representative has filed a question and a request for access to documents to view the documents. On December 14, 2025, the councilor explains, "Cagliari Calcio submitted the economic-financial plan (EFP) for the new stadium. Translated, according to Farris: "Something doesn't add up, but no one is explaining what. If there are legal and economic issues, citizens have the right to know about them. If the timetable changes," he continues, "the city council must be informed. If the PEF has been filed, there's no reason to keep it secret."
The administration's silence "is not neutral: it is a political choice that undermines transparency, undermines the Council's role, and fuels legitimate doubts. The new stadium cannot become yet another opaque operation," he concludes.
Sports Councilor Giuseppe Macciotta responded to Councilor Farris , clarifying that the timeframe for a thorough review of a complex and significant document like the Economic and Financial Plan for the new stadium cannot be dictated by external or media pressure. "I myself have stated, transparently and without pressure, that the Economic and Financial Plan presented by Cagliari Calcio is the subject of a thorough legal and economic assessment, conducted with rigor, care, and full independence. The timing of these reviews falls within the administration's prudent assessment and will not be expedited by questions or social media posts."
Macciotta also reiterated his full respect for councilors' rights, as provided by law, and emphasized that the administration operates exclusively in the public interest, "without allowing itself to be influenced by controversy or disputes, but always seeking serious and constructive dialogue for the good of the city."
