Sardinia ranked first in 2021 for the share of beneficiaries of the NASPI unemployment benefit (first position with 8% of the population aged 15-64).
The data emerges from the rankings of the "Welfare Italia Index" - a monitoring tool that takes into consideration the areas of social policies, health, welfare and training and allows to identify, at a regional level, the strengths and critical areas in which it is necessary to intervene - created by "Welfare, Italia", Think Tank created on the initiative of Unipol Group in collaboration with The European House - Ambrosetti.

The index is based on 22 indicators that measure indicators of expenditure (public and private) in welfare, which depict how many resources are allocated in a given territory, and the size of output, i.e. structural indicators that represent the socio-economic context in which inserts spending into welfare.
From the calculation of the parameters it emerged that Sardinia, in addition to being first for beneficiaries of the NASPI unemployment benefit, is second in terms of expenditure on interventions and social services per capita (with € 243 per capita vs. € 127 in the national average), and fifth for spending on Citizenship Income.
It is also 14th in effectiveness and responsiveness of the welfare system, maintaining the same positioning as in 2020, fifteenth for private healthcare expenditure (€ 349 vs the Italian average of € 479), and sixteenth for average social security expenditure on the over-65 population ( € 928 vs the Italian average of € 1,140) and by regional average expenditure per user of the nursery schools (€ 5,015 vs the Italian average of € 5,537).

In the indicators relating to the socio-economic context, it is last in terms of regional school dropout rate (40% against 18% of the national average) and in 6th place for public expenditure for final consumption for education and training as a percentage of GDP. It also ranks 20th in terms of effectiveness, efficiency and appropriateness of the healthcare offer, but in fourth place for the state of health of the population.

Finally, in terms of unemployment, Sardinia is 17th (17th in 2020) with a rate of 13.3% (14.7% in 2020) against 9.2% of the Italian average, while it was 15th both for young NEETs, who do not study or work, on the population between 15 and 34 years old (30% against 19.8%) and for inactive citizens on the population of working age over 34 years old (60% against 44.4% ).
