The 2022-2024 regional financial maneuver received the green light from the "Productive Activities" and "Autonomy and Reforms" Commissions (the latter with observations) of the Regional Council, which provided their opinion on the parts of competence.

THE “PRODUCTION ACTIVITIES” COMMISSION - All the commissioners of the majority expressed themselves in favor, against the opposition councilor and vice president of the Commission Gianfranco Satta.

The sector measures included in the budget were illustrated by the councilors Alessandra Zedda (Work and Vocational Training) and Gabriella Murgia (Agriculture).

Zedda confirmed the integration of the fund "R (exist)" with an allocation of an additional 10 million euros: "They will be used to give answers to small and medium-sized enterprises - said the commissioner - we will not be able to cover all the questions presented, about 9,600. To do this, another 40 million euros are needed. We hope to recover other resources through funding from the Fund for the South ”.

Financial coverage has been confirmed for all 7,200 applications presented by self-employed workers and individual companies, as will all requests from large companies.

There will also be 16 million euros in the budget for the next three years from the "Lavoro Sardegna" fund. A measure instituted with the Omnibus Law for the development of production activities and to combat the negative effects on the economy caused by the Covid 19 emergency. "We are preparing the resolutions for the attractive part of the Fund - explained Zedda - an important part will concern the transposition of the new community regulations that extend the limit of de minimis contributions in favor of companies, bringing it to 2.3 million euros ".

The commissioner then ensured the increase in community funds in favor of Sardinia: "The return of the island to Objective one will lead to a doubling of resources: from 447 to 740 million euros".

Councilor Gabriella Murgia, on the other hand, illustrated the provisions in favor of the agricultural sector contained in article 7 of the budget, however announcing the presentation of some amendments: "There are new emergencies and various critical issues to be addressed for which a financial allocation will be required".

In the maneuver, however, three million euros are already foreseen for the preparation of municipal plans on civic uses, 250 thousand euros in favor of Anbi Sardinia, 300 thousand euros for the development of social agriculture, 364 thousand euros for the regional germplasm bank, one million for the activities of custodian farmers / breeders, aimed at the conservation of local breeds and varieties.

The commission then touched on the subject of the revolving fund established with the Omnibus law to support Sardinian farmers in taking out insurance policies against natural disasters. "There are difficulties in applying the measure - explained the commissioner -, our officials are discussing with the financial offices of the Region to find a solution".

THE "AUTONOMY AND REFORMS" COMMISSION -

The commission, chaired by the vice president Diego Loi (Progressives), gave a favorable opinion, with observations, on the parts of competence of the financial maneuver 2022-2024.

The go-ahead was given by a majority, with the abstention of the minority councilors, after the hearing of the staff councilor, Valeria Satta, and the councilor of local authorities, Quirico Sanna, who illustrated the parts of competence.

Satta focused on paragraphs 1, 2 and 3 of article 9 concerning the unblocking of the staff turnover of the Forestas agency. An allocation of 3 million per year is foreseen. "This is an urgency that we have already signaled since 2019, - he said - but I remember that first the stabilization of the 1161 precarious workers was necessary, which is prudent, then the transit of the 5000, which took place, and now there is the 'urgency of the turnover of Forestas ". He then recalled that the average age is 56-58 years and that, in the next two years, there will be many retirements and the staff will be almost halved. The turnover is therefore fundamental , he continued, to allow the agency not to close and to support the needs of the territories.

Sanna spoke of the parts of the budget that concern local authorities and, in particular, stressed that the resources allocated are insufficient and that an increase in the budget is necessary.

He highlighted that the department is in charge of the operation of the regional machinery and that the increases in goods and services will also create problems for the implementation of projects already approved by the Municipalities. According to the table provided by the director general of the local authorities, Valentina Flore, an increase in resources of about one million euros is necessary, of which 650 thousand euros in favor of the barracellari companies, essential for the activity carried out in the fight against fires. .

Paolo Demuru, coordinator of the Sector of the Department of Local Authorities, recalled the areas of competence of the Department that led to an increase in operational activities: from municipal services, to barracellari companies, but also community planning, management of the Portal Sardinia autonomy and support for associations of local authorities. He also highlighted that some items of expenditure need to be changed because they have been provided for with a downward calculation. In particular, 1.6 million less were allocated for associations of municipalities and 500 thousand less for barracellari companies. Sanna also highlighted the serious shortage of staff in his Department.

Situation also confirmed by Satta, who however explained that all the staff available in the various rankings have been hired and that we will have to wait for the competitions already announced. Satta has also listed the other requests for which additional funds will be required: 700 thousand euros for adaptation to agile work, the inclusion of the allowance for the Director of firefighting operations, the refinancing of the call for video surveillance, a fund for technological innovation interventions in municipalities, guaranteeing an Internet connection in municipalities with less than 500 inhabitants, also as an action to combat depopulation.

Vice president Loi asked Satta to send the commission a clear picture of the situation of Forestas' staff, also with the forecast of the next retirements.
