Region, 37 million for local authorities: criteria for allocating funds set
The measure is a support for the territories that are paying the financial consequences of the Covid-19 emergency, aggravated by the expensive energy
37 million euros coming from the Sardinia Region for local authorities.
The criteria for the allocation of funds – allocated with the latest budget change in favor of municipalities , provinces and metropolitan cities and for the mountain communities and unions of municipalities in Sardinia – have been defined and approved by the council.
The measure intervenes in support of local authorities due to the financial consequences of the Covid-19 emergency and aggravated by expensive energy.
"We give a further signal of support to the territories and we take action against the increases in energy costs which, as is happening in the rest of the country, risked weakening the services guaranteed to the communities", explains the President of the Region, Christian Solinas . " The Municipalities - he continues - must be put in a position to satisfy the demand for services by citizens , guaranteeing quality, competence, correctness and speed in responses".
«With speed and guaranteeing the utmost attention to the territories - highlights the Councilor for Local Authorities, Finance and Urban Planning Aldo Salaris - we first summoned the representatives of the local Authorities and then, in the Region-Local Authorities Conference and after a careful analysis and evaluation of the measure, we have set the criteria for the allocation of resources with the aim of ensuring an important contribution to the local autonomies of Sardinia and guaranteeing the maintenance of services to Sardinian citizens". "Thanks to the timely intervention of the Region - continues Salaris -, local authorities will be able to continue to guarantee essential services to citizens, put at risk by the consequences of the pandemic crisis, which later became an economic crisis, and by the rise in electricity prices" .
The resolution just approved by the Regional Council provides that of the 37 million euros , 32 will be allocated to support the Municipalities, Provinces and Metropolitan Cities to be distributed according to the criteria of the Regional Fund in favor of the local autonomies system . The other 5 will go to the mountain communities and unions of municipalities. For the former, the resources will be distributed for a share equal to 40% in equal parts and for a share equal to 60% in proportion to the resident population in each institution on 1 January 2021. As regards the Unions of municipalities and the Communities mountains, the distribution method was set at 30% on the basis of the Economic and Social Disadvantage Index (IDM) which refers to population density, income, employment, health, crime, services of the education and the environment. It also allows for the elaboration of a synthetic measure of the social and economic hardship of all the municipalities. On the other hand, 70% of the resources will be distributed on the basis of the municipal functions/services performed by the union of municipalities in associated form.
